Mr. Speaker, the exact opposite has proven to be true. For two years, they failed to inform the member for Wellington—Halton Hills about these threats against his family. This is an attack on all parliamentarians. We have now known, based on the reports in the Globe and Mail, that the government knew two years ago.
The question is very simple, and instead of the minister carrying on with non-answers, he needs to be very direct. When did the minister's office become aware of this specific instance?

Mr. Speaker, the only light that is being shone is by the Globe and Mail on the government's failure to keep parliamentarians informed and safe when foreign actors are threatening them.
We heard very clearly from CSIS officials at committee who said, “In those specific cases, we definitely brief our government on the challenges that are being faced.” We heard from the Prime Minister's own chief of staff that the Prime Minister is a voracious reader of all the briefing notes that come across his desk. Are we supposed to believe that the Globe and Mail gets briefed by CSIS before the Prime Minister?

Mr. Speaker, the government does not get to pick the questions that get asked, but it would be nice if the members would finally give us an answer.
Let me do some quick math for the government House leader. The Prime Minister stayed there for nine nights. It would cost $9,000 per night for any other Canadian. Did the Prime Minister pay the full cost of $81,000 to stay there, or is this just another example of the Prime Minister being part of this elite class where he passes costs on to Canadians but incurs no costs himself?

Mr. Speaker, everyone agrees that a prime minister should be able to take a holiday, and everyone agrees that the cost of security was reasonable. Everyone also knows, now that we have heard a direct answer on the cost of the flight, what the Prime Minister did.
What we do not know is if the Prime Minister did the reasonable thing and paid for his own accommodations, which every other Canadian would have had to do. Did the Prime Minister pay the cost of a $9,000 per night villa when he went on that trip?

Mr. Speaker, maybe when Canadians are caught breaking the law, the government is okay if they just say “sorry”.
After eight years of the Prime Minister, Canadians do not expect that the Prime Minister will take any action when his ministers and parliamentary secretaries break the law, because he would have to hold himself to a high standard as well, having twice been caught breaking ethics laws. It is a cabinet of serial lawbreakers, with the trade minister, the intergovernmental affairs minister, the former finance minister and even the Prime Minister.
Both the Prime Minister and his parliamentary secretary broke the law. Who is going to resign first?

Mr. Speaker, another day and another Liberal is caught breaking ethics laws. This time it is the Parliamentary Secretary to the Prime Minister who was caught using his position to further the interests of a company. Now the Liberals are so brazen in their law-breaking that they have a member of the ethics committee who is breaking ethics laws.

It is our national intelligence service that has alleged that former Liberal minister Michael Chan has direct connections to a spy network from Communist China. That is why he is on its watch list. He also chaired campaigns for the Liberal trade minister. The Prime Minister was warned about Liberal minister Michael Chan and was told to warn the trade minister.

Mr. Speaker, the Liberal trade minister had former Liberal minister Michael Chan chair her election campaigns. It turns out Mr. Chan is on a CSIS watch list for alleged connections to a spy network of the Chinese Communist regime, and the Prime Minister's senior staff, including Katie Telford, were told to warn the trade minister to be cautious in her dealings with Mr. Chan. The trade minister refused to answer the question yesterday, so I will ask again.
Why did the minister ignore the warnings from the PMO and Canada's intelligence service about having Mr. Chan chair her campaign, even though he had ties to spies for Communist China?

Madam Speaker, the government House leader would tell Canadians that they have never had it so good. His metric for how well the government is doing is that Canadians are not currently suffering a world war. His word salad will not fill their bellies, but what the actions of the government are doing is filling the pockets of Liberal insiders.
If the minister will not do the right thing and pay Canadians back the tens of thousands she gave to Liberal insiders, then she needs to resign. That is what Canadians demand and deserve.

Madam Speaker, after eight years of the Prime Minister, Canadians are lined up at food banks and Liberal insiders are lining their pockets. We continue to see it time and time again, with the Prime Minister furthering the interests of his friends, just as the former finance minister, the intergovernmental affairs minister and now the trade minister have done. It is sweetheart deals and hundreds of thousands or tens of thousands of dollars, depending on the case, to Liberal insiders while Canadians struggle to keep the heat on.
Canadians expect better from their government officials and they deserve accountability. Canada's Conservatives will continue to press the government to be accountable to Canadians. We are going to give Canadians that accountability and will continue to call on the minister to resign and repay the tens of thousands of dollars she gave to her insider friends.

Mr. Speaker, “full responsibility” is not a forced apology and crocodile tears. It is a resignation, and that is what Canadians expect from members of the King's Privy Council. It was fine for Art Eggleton. When he gave tens of thousands of dollars to an old girlfriend, he knew he had to resign. Mr. Speaker, I appreciate the parliamentary secretary's response. I do not think I have had the opportunity to engage in debate directly with the member before.
Aside from what the government members perceived, and in spite of their discussions and their trepidations, the situation is that the minister claims something happened that is not supported by the evidence that was offered under oath by the heads of the relevant agencies: the OPP, the RCMP, the Ottawa Police and the military police. None of them asked the minister or the government to invoke the act. We know that CSIS has said that it did not meet the threshold required.
Canadians want transparency. They want accountability. They want honesty. When are they going to get it?

Mr. Speaker, the last time we visited this topic, we were talking, of course, about the Minister of Public Safety's claim that police had asked for him and his government to invoke the Emergencies Act.
We know now that this was not true. This is pretty consistent with the government. It is part of a pattern, a pattern of disinformation and a lack of transparency.
Since the minister made that false claim, we have heard the stories of the ArriveCAN app. We have more than $54 million spent on this app, which wrongly sent thousands of Canadians into quarantine. It could have been built for many orders of magnitude less, some say hundreds of thousands of dollars, some say, at most, $1 million, certainly not $54 million.
We cannot get the details. The Liberals will not even tell us who did the work. They will not even tell us who the subcontractors are.
While we wait for the government to slowly produce invoices for us, and as parliamentarians and Canadians pore over that data, I will note one of the hard-working staff members who has been on my team for years. He is tireless in his pursuit of the truth and answers and accountability, a great Canadian, Jordan Johnston from Victoria-by-the-Sea, Prince Edward Island. Everyone back home should be really proud of the work Jordan does. He was poring through the information the government gives us in drip, drip, drips.
We see a lack of transparency from the government at every opportunity. It promised in 2015 that it would be open by default, but it is anything but that, whether it is with the minister's false claims on the police requesting that the government invoke the Emergencies Act, which was really just used as a way for the government to punish people it disagreed with, or with the ArriveCAN app. It does not want to tell us which Liberal insiders got these contracts. It does not want to tell us who got rich on the arrive scam.
We are going to keep asking the government for answers. We are going to keep demanding accountability. It looks like it is going to keep misleading Canadians and providing disinformation to throw us off the trail of whose pockets are being lined and who is getting rich on these contracts.
My question to the government is very straightforward. It goes back to the promise it made in 2015. It speaks to the times we have heard the Prime Minister say that the story in The Globe and Mail was false, or the stories in the newspaper of late about what the Prime Minister said about having been briefed about foreign interference in our elections, when he will not tell us which 11 candidates were receiving cash from communist China. He will not tell us. He says those stories in the media are false.
The Liberals are not being straightforward with Canadians. We want transparency. Canadians deserve it. Conservatives demand it. When will the government finally be transparent with Canadians?
