Madam Speaker, what we know very clearly is that, whether we like it or not, there continues to be a significant appetite for natural gas in the world. An hon. member: Oh, oh! Mr. Stephen Ellis: Madam Speaker, when we know that Newfoundland and Labrador have significant reserves of natural gas, it would be folly to continue to allow those things not to develop. It does not stand to reason. We know that we cannot quickly pivot and allow renewables to be the only source of energy. We know that, whether we like it or not, there is a very good chance that natural gas will continue to be a part of the prosperity of Newfoundland and Labrador.

Madam Speaker, if we look at it from a perspective of medicine, maybe, it would be like saying, wow, I cannot find that large retractor, but I think we should just sew up the patient anyway. Maybe we will find it later. Maybe they will run into a problem, or maybe they will not. When we look at it like that, we all know what the outcome is going to be. The patient could die. That would be the biggest disaster. Of course, one would have to go in to do another operation at the best of times. Already knowing that a disaster has already happened once with their frivolous law-making attempts, we know that allowing this bill to proceed, especially using time allocation, is a road that we do not want to go down.

Madam Speaker, I do not need that Liberal member to get me a meeting with Tim Houston. As a matter of fact, I met him on Saturday, oddly enough. Do members know what Premier Houston said? He said that the Liberals need to think more clearly about what Bill C-49 means now that we know that Bill C-69 has been declared unconstitutional. He also made reference, very clearly, that they are not taking seriously the problem with the Chignecto Isthmus in Nova Scotia. He also made it very clear that he knows that Atlantic Canadians, and specifically Nova Scotians, are suffering under this punishing carbon tax. He wonders how, in heaven's name, the Atlantic Liberals could stand up and vote 23 times for a carbon tax, which they continue to want to raise, punishing Atlantic Canadians for living rurally, mainly living in single family dwellings, not having public transit and those kinds of things. When I met with the premier on Saturday, those were the things that were important to him.

Madam Speaker, it is always a pleasure to rise in the House on behalf of the folks from Cumberland—Colchester, especially when it is to speak to a bill that would negatively affect potential development in Nova Scotia. We have heard from many people in the House, Atlantic members of Parliament specifically, wanting to now portray themselves as the saviours of Nova Scotia. They are going on, touting how many people really want to be a part of the bill, which we know is utter hogwash. We know that Bill C-49 would create uncertainty and control. By that, I mean it would create uncertainty and control related to the cabinet members of the NDP-Liberal coalition government. The difficulty we see there is that they are the ones who would assume the ultimate decision-making process when looking at the development of the offshore industries in Nova Scotia. We know very clearly that they would want to stop projects in the ocean to have ultimate control of their fiefdom, as they have had on land now for many years, and to effectively kill the oil and gas industry in Nova Scotia. It is really quite shocking. We know that representatives from Germany came to specifically Nova Scotia in Canada and said that they would like to have our natural gas. The Prime Minister said that there is no case for natural gas. He asked who would need natural gas and why anyone would want natural gas. We also know that the NDP-Liberal government has killed 17 natural gas projects in this country, which obviously shows its true colours. Those members not only want to control it, but also to control the destiny of people in Atlantic Canada. We know that the bill is rife with difficulties, red tape, long delays, stifling unproductivity and an unfriendly business environment. That part of this really hearkens to the words of a friend whom I had an opportunity to see during the break week, who said that, for people who build houses, the red tape, delays, bureaucracy and cost that the NDP-Liberal coalition has created really make it absolutely unpleasant, unpalatable, unfair and unpredictable for someone to even want to build simple housing in this country. Going forward, why would Canadians want to continue to have the voice of the NDP-Liberal coalition, and cabinet members in particular, making those decisions? We know that, as my colleague spoke to before, at the discretion of a cabinet member, it could possibly create marine protected areas for anything that could possibly, at any time in the future, be examined or have difficulties. With any of the ambiguous language put forward, they would create marine protected areas that, of course, would stymie development. We also know that the track record of the government, when it comes to offshore projects, is absolutely atrocious. We know that Sustainable Marine's tidal energy project, offshore in Nova Scotia, partly in my riding of Cumberland—Colchester, was effectively stopped by the government. We know that Sustainable Marine simply asked for direction going forward from the Department of Fisheries and Oceans, and it got absolutely nothing from the department. This was the first time a project in the development of tidal energy had put energy back into the grid, and it was measurable. It also had significant abilities to monitor for fish strikes. Even the government arm of monitoring, called FORCE, on the tidal energy project, readily admitted, when I met with those folks and Sustainable Marine energy, that there were no worrisome signals or fish strikes. There was one fish that swam through one of the turbines, but other than that, no fish were harmed in this process. The scope of Sustainable Marine's tidal energy project is really related to the fact that, if it were able to harness a significant amount of the energy off the Bay of Fundy, which has the highest tides in the world, there would be potential there to power all of Atlantic Canada in perpetuity with minimal cost. When we look at that kind of a project, which the Liberal government has absolutely no ability to support or go forward with, then I ask again why Canadians would want to say that we should allow the cabinet minister to have the opportunity to decide when projects should or should not go forward. The difficulty, and my colleague, the member for Coast of Bays—Central—Notre Dame mentioned this, is that there are many sections of overlap from Bill C-69 embedded in Bill C-49. We know that the Supreme Court of Canada has very clearly declared Bill C-69 unconstitutional. Just a few things, if I may. Clauses 61, 62, 169 and 170 of Bill C-49 invoke section 64 of Bill C-69, the Impact Assessment Act, where the minister finds that a given project's adverse effects within federal jurisdiction and its adverse direct or incidental effects are in public interest, section 64 allows, and in fact requires, the minister to create any conditions which they deem appropriate in relation to those effects and with which the project proponent must comply. In Bill C-69, the Liberals forced all offshore drilling to be subject to a review panel, increasing the timeline from 300 to 600-plus days for offshore reviews. Conservatives raised this as a major point of concern with Bill C-69. The impact assessment by the agency can take 1,605 days, which, sadly, is four and a half years, if all aspects of the process are followed. This bill specifies section 64 of IAA, which allows the minister to create any condition they wish, based on an impact assessment report, which could add another 330 days to the process, if it was stated in clause 62 of Bill C-49, required by the regulator or prescribed. What we are talking about is a country where people cannot afford to feed themselves, to put a roof over their heads and to generally look after their families. When we understand that the NDP-Liberal coalition continues to want to put up red tape, barriers and concerns, then we know what is on the mind of Atlantic Canadians. Those of us who went back to our ridings last week talked to people, and they talked about the carbon tax and the cost of living. We know that the Atlantic Liberals over on that side of the House have voted 24 times in favour of a carbon tax, over and over again. There is one person on that side of the House, a Liberal, who has suddenly found religion, or perhaps he has found the Conservative common sense. I cannot exactly explain why, but we do know that he was on TV and was quoted multiple times. I think it is germane to read into the record one of the great quotes: I believe we have to change the way we're approaching the climate change incentive, whatever you want to call it. I think what we're using right now, at this point in time, is putting a bigger burden on people who are now struggling with an affordability crisis. A gentleman on the opposite side said that. When we go back to our ridings in Atlantic Canada and hear of the difficulties, we understand very clearly that the Atlantic Liberals continue, over and over, to vote for a punishing carbon tax. What do they want to do now? They want to create further problems for Atlantic Canadians by stopping projects in the ocean. We already know that they continue to do this on land with the statistics that I quoted previously, the delays of four and a half years on projects. Again, I will tie that to the builders we hear from to understand very clearly that they are giving up on their dreams of building houses and projects for Atlantic Canadians because it is an untenable position. It is intolerable. It is unacceptable. It is unexplainable why the NDP-Liberal coalition wants to continue to stymie development in Atlantic Canada. That is something, on this side of the House, that we will not stand for.

Mr. Speaker, I find it fascinating that the member for Kings—Hants talks about moving quickly after eight years of the NDP-Liberal coalition's sitting on its hands. It is really strange that, after his door knocking and his fear of losing his seat, now he has to lambast everybody he can in trying to become a champion of Nova Scotia. He is talking out of both sides of his mouth. He talked about the gun registry he said he would oppose, and when the vote came, what did he do? He abstained. Wow, what a great supporter this guy is. The other thing that is very clear is that when we begin to understand the tidal project in the great riding of Cumberland—Colchester, we start to understand there is a business there called Sustainable Marine Energy. I really wonder whether the member for Kings—Hants went and talked to the leadership of Sustainable Marine, because what Sustainable Marine said was that it is the first project out there putting electricity back into the grid. It had no fish kills, no hits and no threatening markers at all, and what did the Liberal-NDP government do? Absolutely nothing. It gave no direction and allowed a project that is clean and green to actually be demolished. It is sad.

Mr. Speaker, obviously the Government of Nova Scotia does not agree. The PC Party there has put out a no carbon tax for Nova Scotians petition for people to sign, because of the Liberal government's plan. It clearly realizes that the plan continues to fail over and again. With the punishing carbon tax, Nova Scotians are going to pay $2,200 more in 2025 and $3,100 more by 2030. When will the failing Liberal government stop punishing and crushing Atlantic Canadians with the carbon tax?

Mr. Speaker, what we will not support is the waste of the current Liberal government. We know that Atlantic Canadians are suffering. They are going to pay $7,000 more this year to heat their homes, and the Liberal carbon tax plan is only going to make it worse. The Government of Nova Scotia released its own plan this week, which will reduce emissions by 53% over the next several years. This goes well beyond the plan of the Liberal government, which we know continues to fail to meet emissions targets. Will the Liberal government stop forcing its failed carbon tax plan on Atlantic Canadians?

Madam Speaker, I rise here in the House of Commons to look at the economic situation that exists out there for Canadians. Certainly, to say that it is a dire, difficult and unpleasant situation is a misrepresentation. I would like to point out the misrepresentation of the House by the members opposite. They are claiming perhaps their clairvoyant nature of understanding what the government over here might propose when we get to sit on the other side. As we all know, it is not our job as the opposition to present those cards, which we will hold very close to our chests, and we will make the economic picture much better for Canadians as we take office. I would like to focus my remarks on the fall economic statement with respect to Atlantic Canada, and, to no surprise, the carbon tax and how it affects Atlantic Canada. I will also focus on the significant growing debt, the programs the government has introduced and perhaps try to make it a bit personal for Canadians as they try to balance their own budgets with difficulty. When we look at Atlantic Canada in the fall economic statement there is absolutely nothing specific in there. There is really not much talk of Atlantic Canada at all. We find that very surprising given the fact that we all know that Atlantic Canada is still reeling from hurricane Fiona. I just came here this morning. There are still trees down everywhere. Multiple businesses are still affected by hurricane Fiona, and they are unable to get back on their feet again. Certainly, there are still many homes with significantly damaged roofs. How are we going to move forward? We asked the ACOA minister to come and specifically have a look at some of the things going on in Cumberland County, which was one of the hardest-hit counties in the entire area. Sadly, that minister did not show up. When we asked the minister's office to provide information as to how the $300 million in pledged money was going to roll out to Atlantic Canadians, the answer was that it did not know yet. There were no details. It has been a long time since the hurricane happened. For a government to not be able to roll out the pledged money, which Atlantic Canadians specifically so desperately need, is creating more problems. In fact, I had a call with the Canadian Red Cross this morning, and it was pointed out that the applications for its program are now closed, and I will get to that in a second. The Red Cross is seeing many Nova Scotians reaching out from a very difficult financial spot, hoping to get support not only with respect to the hurricane Fiona damage but also from a social services point of view. They are really struggling. We know very clearly from words in the House that 1.5 million Canadians have visited food banks, and 20% of Canadians are cutting back on the food they consume simply for financial reasons. We know as well from my call with the Red Cross that the $31 million generously pledged by Canadians and matched by the federal government is now gone. It is $500 for about 124,000 households. That is $62 million. There is not going to be more money forthcoming from the Red Cross. What other difficulties are we facing as we move forward in 2022? Of course, it is winter, and we know from this budget that difficulties will continue to exist. I have spoken here previously with respect to the words of the Premier of Nova Scotia. It is so bad out there with this carbon tax, which has been foisted upon Nova Scotians, that there is a petition circulating to buck the trend and attempt to not be required to succumb to the heavy burden of the carbon tax. We know that by 2025 it is going to cost the average Canadian $2,200 and by 2030 it will cost $3,100. This is in a population that was not really mentioned in the fall economic statement at all. It is in a population that, sadly, feels the significant burden of what is going on in the world with the increasing interest rates and rising costs of everything very acutely. Imagine a provincial government starting a petition to try to get away from this burdensome carbon tax that is being foisted upon Nova Scotians. We know that the cost of gas, groceries and home heating is continuing to increase. We know that the premier and the Government of Nova Scotia understand this clearly, but we have a government across the aisle that is continuing to spend and very sadly hoping that the budget is going to balance itself. That is a budget that has a debt of almost $1.3 trillion. We also know that this is a government that continues to spend money. It has been said in the House, perhaps somewhat tongue in cheek, that it is spending it like a drunken sailor. However, being mean to drunken sailors is no way to live. We also know that estimates would suggest that the cost of the interest on this debt is going to be about at least $27 billion. In 2026-27, it could be as high as $42.9 billion. That is with the conservative estimates, not ours but budget expert estimates, that interest rates would perhaps stay the same as they are. We also know that if it does not hold true and interest rates are one point higher than planned, the interest costs would move from $42.9 billion to $52.2 billion in a single year, in 2026-27, which is $9.3 billion. That is no small amount of change. In my mind it does not make any sense. Even when we look at $27 billion, we understand that is about 10% of the revenue of the federal government simply being spent on interest charges. The government continues to spend, which absolutely makes no sense. To put it another way, over four years, the interest on this amount of debt is going to cost the government $180 billion. This is spending money as if it were water. To try to make it personal for Canadians, if I could not balance my budget, which I am thankfully able to, and there have certainly been years when my family has struggled, we would look at what we could do differently. We would cut our discretionary spending. We would talk about maybe, in today's terminology, not getting the latest cellphone, not going out to eat, not going out to the movies and those things that everybody would say are “motherhood and apple pie” statements. People would say that if we cannot balance our budget, we are not going out to eat. We are going to stay in, buy the groceries, which are also expensive, and cook. We would not also add costs. We would not put a new front porch on our house. That really would not make a whole heck of a lot of sense when we still could not balance our budget. However, the costly coalition across the aisle continues to add programs that add to the debt load of Canadians. I find it somewhat disconcerting and disingenuous that, across the aisle, they continue to say that over here we do not support those who are struggling. We certainly do. It is a little bit like letting the cat out of the bag about what we might do over here. We would not go at it by continuing to spend more money and throwing a $500 cheque here and a $500 cheque here and $200 there. Imagine this. Regular Canadians are sending in their budgets for the month by email and asking me where I think they should cut or get more of their money. Obviously that is not my area of expertise. Given that, I find it absolutely incredible that people are saying that they do not know what else to do or what else they should be doing. We know, when we look at a budget from a household in a global sense, that having $500 more is really not going to help very much at all. We know that Canadians, including Nova Scotians from my riding of Cumberland—Colchester, are continuing to struggle under the incredible burden that they feel from the reckless spending of the government. We wonder how they are going to feed their families and how they are going to heat their homes this winter. We know that the worst is yet to come. That is exceedingly disheartening for people who are already hurting. Canadians cannot afford the government anymore, and we cannot support the fall economic statement.

Mr. Speaker, the Liberal government's carbon tax will increase the price on gas, diesel and home heating fuel. It will also increase the price we all pay for groceries, clothing, building materials and school supplies. Of course, it will force many businesses to pass these costs on to consumers. An analysis done reveals that Nova Scotians will pay $2,000 more a year in 2025 and $3,100 more in 2030. Atlantic Canadians cannot afford the Liberal government's carbon tax plan. When will the Liberal government stop forcing Atlantic Canadians to accept its terrible plan?

Mr. Speaker, the government has pledged only a third of a probable over $1 billion for the cleanup after hurricane Fiona. The residents of Cumberland—Colchester are calling our office every day to try to understand the process of obtaining funding. Once again, the government of inaction and no planning has no answer. On the east coast, we are tough but people need this support now. When will the Prime Minister have a concrete plan for Atlantic Canadians?

Mr. Speaker, the people of Cumberland—Colchester continue to be profoundly and disproportionately affected by hurricane Fiona. Being out of power is one thing; however being without power and water is in another realm altogether. The uncertainty surrounding when electricity will be restored adds to the tremendous burden of suffering being experienced. Crews are working hard to remove trees and repair damaged lines 24 hours a day, and we commend them for their work. We will continue to ask for more aid until power is fully restored, and we will continue to ask for support as the cleanup progresses and life returns to normal. As always, let us be mindful of those in our neighbourhoods who need our support and encouragement. Let us honour our shared history of being tough Maritimers and being willing to always help in a time of great need.

Mr. Speaker, the wine industry in Cumberland—Colchester is dominated by Jost Vineyards. From recent conversations, it is clear that hurricane Fiona has had a significant and profound negative impact. Almost 20% of the crop is now on the ground, and they only have the ability to process 25% of the crop due to a lack of electricity. What specific and targeted programs will the government have to support the industry in its time of need?

Mr. Speaker, it is always a pleasure to serve with the member for Charlottetown on the Standing Committee on Health, and I appreciate his actions there. One of the things that certainly holds true, as we have heard from most of the Atlantic provinces today, and it is always interesting to hear, is how similar we are and how the great resilience of the people from Atlantic Canada certainly stands out in all of our minds. As I said previously, hopefully it is not just us patting ourselves on the back. That being said, I think it is important to underscore, and I think we are all at the point that we need to realize, that cellphone service is part of critical infrastructure. We also know, and we have heard in this House previously, that former minister Ralph Goodale promised during Dorian that the CRTC would fix this. We know that has not happened. I wonder how the member opposite is going to prod his government to ensure that this piece of critical infrastructure is better suited to serving the needs of all of our constituents.

Mr. Speaker, on this side of the House, one of the biggest concerns we have is that we not fall into the trap of saying, as the great Ronald Reagan once said, “I'm from the government and I'm here to help.” How will that side of the House assure Atlantic Canadians that the help the government is promising will end up in the hands of Atlantic Canadians in a rapid, transparent manner, so that the process is simple and we are not tied up in bureaucratic red tape for the next four years?

Madam Speaker, I did not hear anybody talk about a magic wand in here, except perhaps the Liberals on how tripling the carbon tax is going to magically fix climate change. I am really unsure how that is going to happen. That being said, I think that it has been very clear. It has been spoken out loud multiple times in Canada and with a loud voice, that we know that climate change is real on this side of the House, and we have great plans and policies on how we are going to combat climate change to make it real for the average Canadian.

Madam Speaker, it is important to understand that the Conservative Party is very much interested in technology, and not taxes. As we reflect upon the ability of the Liberal government to make changes that are impactful for the climate, we know that is just not happening. We also understand that those of us who live in Atlantic Canada often live in more rural settings, often in single-family dwellings, and of course we often heat our homes with oil. That makes it much more difficult to make those transitions. We do know about greener energy here from our great friends from the great province of Alberta. It is important to understand that it is the greenest energy that we can produce in the world, and we need to be more reliant upon that. We need to also look at things like carbon capture and storage and understand how we may be able to better use that technology to improve the state of affairs that we have at the current time. As we look at those things as a comprehensive package, then we can understand that we can help Canadians move from exactly where they are into an important spot that is attainable, and not into fantasyland.

Madam Speaker, I appreciate that important question from the member for Kings—Hants. As time goes on, we are going to have a better idea in Cumberland—Colchester of exactly what has happened. We are quite thankful that the blueberry harvest is already finished, as that is a major economic driver. However, there are folks there who are dairy farmers and who continue to struggle at the current time. As long as power is restored more quickly, the likelihood of devastating effects with respect to that industry are lessened, of course. Regarding some of the other things, we are in between seasons. Thankfully, with strawberries, we are between seasons there as well, so that is somewhat of a help. However, we also have to consider how many trees are down on top of other crops, and that is going to be difficult as we move forward. We need to be dynamic in our support here to understand that as we get more information, those folks need to be supported quickly and we need to be able to get funds out that will enable those people to resume operations as quickly as possible, with money in their own pocket.

Madam Speaker, I thank the leader of the official opposition for his kind words and support in holding the government to account. This evening, as we come together here as parties to have this emergency debate, it is important a few things happen. One is that we understand the timeline. I had the opportunity to be at home this weekend and experience this first-hand. I also think it important that the emergency debate this evening be related to the support for Atlantic Canadians and not to push some other agenda, which we have seen. Unfortunately, the government has continued to miss its targets with respect to climate change, which is, as we might say in Atlantic Canada, a darn shame. That being said, because not everybody has experienced a hurricane, I want people to understand very clearly that the forecasting, as some of the other members have said, has been absolutely fantastic. My children would say that I said I did not think it would be as bad as it was. Maybe I am just an optimist, and that is probably a good thing. At about 10 minutes to midnight on Friday night, the power went off. That was it. As I left home this morning, my family still did not have power. I spoke to my wife earlier this evening and we still do not have power. What does that mean? It means we need to be cognizant of those things that need to be refrigerated. We need to rely on others, people who, thankfully, have had their power restored, such as friends and neighbours. We need to rely on them. My wife is a pharmacist and had perishables in her pharmacy. We had to understand how best to deal with those so that valuable stock was not lost. Some of us are very fortunate to have a generator. I was quite thankful for a 15-year-old generator we purchased, sadly, after hurricane Juan. Then there was White Juan. The generator sat around a lot. Perhaps I am not that great at maintenance, but to get that generator going and be able to have some lights and power the fridge in my house is a great and wonderful thing during an event such as this. I do want people to know that I live in the town of Truro. I am very fortunate that I have water. The folks who work in my constituency office live in a small place called Londonderry. If they do not have a generator that powers their pump, they are doing it the way we did when I was a kid when nasty storms came along. We filled up our bathtub with water so we could wash our hands and flush the toilet. Those things are still going on, and our hearts, prayers and thoughts are with people who are suffering in that way. It is important to highlight those industries that are specifically negatively impacted. We talk about fisheries, farming and forestry. We know those industries are part of the backbone of Atlantic Canada. As my good friend from South Shore—St. Margarets has said multiple times, the wharves are the trans-Canada highway of the fishing industry. We know the fishing industry is a huge economic driver for Atlantic Canada. We also know the infrastructure for small craft harbours has been long neglected and those wharves are now even more seriously damaged. They are going to need significant and rapid federal help to get them fixed so the fish can be brought to market appropriately. As for the farming industry, we do understand there is a significant amount of flooding, especially on Prince Edward Island. We have seen that. There are untold effects on how that is going to affect a sector that has been nearly decimated by mismanagement by the Liberal government. Again, it is a significant shame for those of us who live in Atlantic Canada. Of course, there is the forest industry, with trees that are now piled on each other like a game of pick-up sticks. It makes it much more difficult and certainly significantly more dangerous for those who work in the forestry industry to work in that environment to hopefully get that wood harvested quickly, because with the price of wood, it is almost as valuable as gold. One of the other things that is important to focus on is the lack of cell service. In this House, we have all become significantly reliant upon our cellphones. In the town of Truro, which is not big perhaps by downtown Toronto standards, to have 15,000 people with one bar of service makes it very difficult. It was difficult to communicate with the leader because I could not use video and things like that. It significantly impacted search and rescue. Sadly, there was a young boy, four years old, who was lost in Pictou County, just adjacent to Colchester County. The search and rescue teams pointed out very clearly the need to have good cellphone service to coordinate a search and rescue operation. It just was not there and that made their work much more difficult. Again, we know that the Liberal government promised after hurricane Dorian that cellphone service to rural and remote areas would be significantly improved upon. Here we are, three years later, and this is still a significant issue. It disproportionately affects those in Canada who choose to live in rural and remote areas. We believe that is something that needs to be fixed expeditiously. Another thing I would like to expand upon is about our neighbours from Central Maine Power. My father was a proud employee of New Brunswick Power for many years when I was growing up. During these storms, I remember very clearly him helping out in the storms. He was mainly a ground crew guy because he was an office worker, but he was certainly happy to help out. We know there are many reciprocal agreements that exist between New Brunswick and Maine and Nova Scotia and P.E.I. All of those power crews work together to help support each other, often as far away as New York State. Sometimes when there are major hurricanes in Florida, crews from our area will go all the way to Florida to help out. Volunteers who are coming to Canada to help are being stopped at the border, and then ministers of the House and, indeed, as we heard today, the Prime Minister were misleading the House and contradicting what Premier Tim Houston was very clearly heard saying. He actually requested federal help to get these workers from Central Maine Power across the border. This is an intolerable consequence of the ArriveCAN app, which serves no purpose. I understand that those across the aisle really want to say, “Hey, do not worry about it. It is going to be over Saturday.” That is too late. This ArriveCAN app needs to end now because it serves absolutely no purpose. One of the final things we need to talk about is the ongoing need for a clean-up. As I left my house this morning, mounds of brush needed to be picked up. Limbs of trees that were cut down are still going to be there. We need to have folks locally understand that this brush is going to be picked up before another event happens. When I left this morning, it was pouring rain, with thunder and lightning. There was the threat of a waterspout coming up the Bay of Fundy up into the Cobequid Bay. One could imagine if a waterspout then made landfall with all of this brush piled up. We need to get it removed. We need to have it moved quickly and effectively and not at the cost of Atlantic Canadians. There are two more things that I would like to touch on. We need to thank those volunteer fire brigades who have been essential in creating centres for people to go and be able to charge their devices, to have a coffee, to have a sandwich, to have a place that is clean and warm and dry, that they know that they can be a part of. Certainly, volunteer fire brigades are an ongoing tie that binds small communities together, so I give a big shout-out to them. First responders continue to do their work through the difficult times. We know that in other hurricanes, sadly, the lives of first responders have been taken during the storm, so we are grateful that they were safe through this. Finally, I want to speak to the resilience of those of us who live in Atlantic Canada. It might seem like I am patting myself on the back, but it certainly is an absolute pleasure to be part of a community that binds itself together by volunteerism and by the ability to say, “Hey, I know how to handle a chainsaw and I am going to help my neighbour.” We know that this can-do attitude is really what helps propel Canada forward here at home and on the world stage as well. We know that Canadians garner tremendous respect for the work that we have been able to do in past world wars. I feel that this type of effort is coincident with that as well. Those who have electricity should invite their neighbour in for a coffee, give them a warm meal. People should volunteer as they can, and make sure they check in on their neighbours, those who are vulnerable, those who they know perhaps are struggling and will continue to do so. We have been through this type of thing before. I am very confident that we are going to come back better than ever. I want to thank everybody here in the House for their confidence in Atlantic Canada and their ability to support us.

Mr. Speaker, I appreciate and thank the member opposite for Ottawa Centre for his kind thoughts and words. I have a couple of very important questions that I think Atlantic Canadians would really like answers to. First, exactly how will funds be paid to those people who make claims? Will the federal government be paying them directly, or will they be funnelled through the provinces? Second, and perhaps more importantly, why did we choose the Canadian Red Cross? This is not meant to be disparaging to the Red Cross, but we know very clearly, especially in small towns across the country and Atlantic Canada perhaps in particular, that food banks are out there helping out and there are often volunteer fire brigades that run on a donation basis. The Red Cross is a large, multinational corporate entity, and perhaps some of the profits will be eaten up through bureaucracy. I guess the question is, why choose the Red Cross? Does that not create a discrepancy for the smaller institutions that are acting locally and really providing help at the coalface, as it were?
