Mr. Chair, I will be sharing my time with the member of Parliament for Brampton North. The announcement by the Prime Minister in the House of Commons regarding the credible allegations of a potential link between agents of the government of India and the killing of a Canadian citizen are deeply troubling. All Canadians deserve to feel safe in their communities, and that is the highest priority of our government. As the Prime Minister described, our top priorities at this time are that our law enforcement and security agencies ensure the continued safety of all Canadians, and that all steps be taken to hold the perpetrators of this murder to account. I am thankful for the opportunity to address the recent allegations surrounding the death of the Sikh community leader, Hardeep Singh Nijjar, particularly in relation to the RCMP's involvement in this investigation. Mr. Nijjar was a husband, a father, a businessman and a community leader. Only weeks before his assassination, he was at UBC attending his son's graduation, where I saw him with his family. He was smiling, as a proud father would seeing their son earn such a prestigious degree. On Sunday, June 18, it was Father's Day. After spending time with his family, he did what he would do every evening, which was to go to Guru Nanak Sikh Gurdwara and serve the congregation, not only as the president, but also in physically helping to build the new hall adjacent to the gurdwara. As he was leaving the gurdwara, Mr. Nijjar was shot and killed in cold blood in Surrey, British Columbia. The community was shocked, and they wanted answers. Concerned MPs immediately met with the then minister of public safety. They were assured that no stone would be left unturned, and that the law enforcement agencies would investigate this with full resources at its disposal. Madam Speaker, I will be sharing my time with the member for Milton. I am proud to rise in the House of Commons today to speak on budget 2023, our government's plan to build a stronger, more sustainable and more secure Canadian economy for everyone. Budget 2023 is a made-in-Canada plan that builds a stronger middle class, an affordable economy and a healthy future from coast to coast to coast. Canadians have demonstrated their strength and resilience over the last few years as global economies have moved towards recovering from the COVID recession. In Canada, we have seen 830,000 more Canadians employed than before the pandemic, unemployment near a record low and a record 85.7% labour force participation rate for Canadian women, which has been supported by our Canada-wide system of affordable early learning and child care. In budget 2023, our government is responding to global economic challenges by delivering new targeted inflation relief to the Canadians who need it most, strengthening our universal public health care system, rolling out a new Canadian dental care plan for millions of Canadians and making transformative investments to build Canada's clean economy and create good middle-class jobs across Canada. We understand and recognize the importance of investing in affordable housing, which is why our government is committed to ensuring that every Canadian has a safe and affordable place to call home. I have met with my constituents in Surrey Centre, who expressed their concerns with the rising costs of housing and the barriers to being a first-time homeowner. To confront these barriers our government has announced significant investments and support for the reallocation of funding, which will amplify the construction of new affordable homes for the Canadians who need it most. To support our communities' most vulnerable and those experiencing homelessness, budget 2023 will deliver over $500 million to achieve our goal of ending chronic homelessness through Reaching Home, Canada's homelessness strategy. In budget 2022, our government committed to introducing a tax-free first home savings account; the implementation of this plan would provide prospective first-time home buyers the ability to save $40,000 with the benefit of a tax deductible. Budget 2023 has delivered on this commitment, and we are happy to announce that as of April 1, financial institutions are now able to start offering the tax-free first home savings account to Canadians. In fact, I was in the elevator today, and I saw the first ads going up for this first-time home savings account for Canadians. In addition to affordable housing, the rising costs at the grocery store have affected many Canadians. The increased prices on essential goods have caused many to go without. Budget 2023 is committed to providing new, targeted inflation relief to the Canadians experiencing food insecurity. Budget 2023 proposes to introduce a one-time grocery rebate, providing $2.5 billion in targeted inflation relief for 11 million low- and modest-income Canadians and families. The grocery rebate will provide eligible couples with two children with up to an extra $467, single Canadians without children with up to $234 and seniors with up to $225. COVID-19 created and exacerbated challenges for Canada's health care system. We recognize that many Canadians do not have a family doctor and that health care workers are still recovering from their tireless efforts during the pandemic. We recognize how crucial our universal health care system is for the well-being of Canadians and the importance of supporting provinces and territories in delivering better health care results, regardless of where people live. Budget 2023 delivers the government's plan to provide an additional $198.3 billion over 10 years, including $46.2 billion in new funding for provinces and territories. We believe that all Canadians deserve access to health care services. However, we recognize that many rural and remote communities lack access to primary health care because of a shortage of health professionals. Our government addressed this shortage in budget 2022, announcing a 50% increase to the maximum amount of forgivable Canada student loans for doctors and nurses working in underserved rural or remote communities. This year, our government has proposed $45.9 million over four years, with $11.7 million ongoing to expand this program to more rural communities. Our government is committed to retaining doctors from coast to coast to coast so that every Canadian has access to primary health care. In 2021, it was my personal promise to the people of Surrey Centre that I would advocate and push to have a Simon Fraser University primary care medical school for Surrey, for the purposes of primary care, rural medicine and indigenous care. I am proud to say that it is moving ahead, with the provincial government already committing $6 million. It is expected to open and take in its first students in 2026, and in short order after that, have a full school thereafter. An important component of our health is access to dental care. However, many children go without these critical services because of the cost. The Canada dental benefit is now providing eligible parents with direct, upfront, tax-free payments to cover the costs of dental care for their children under the age of 12. To date, our government has supported more than 240,000 children across Canada, who are now able to go to the dentist. In budget 2023, we plan to expand this program to children 18 and under, seniors 65 and older and those suffering with disabilities. We plan to deliver a transformative investment of $13 billion over five years and provide $4.4 billion ongoing to implement the Canadian dental care plan. This plan would provide dental coverage for uninsured Canadians with an annual family income of less than $90,000. Immigration has historically reunited families and contributed to the Canadian economy, and it continues to do so. The global pandemic changed how we could process immigration requests. Canadians and newcomers were forced to experience unacceptable wait times. To address this, our government has adopted new technologies, streamlined processing and made significant new investments, including $135 million in 2022-23 to address immigration application backlogs. In doing so, 5.2 million applications for permanent residence, temporary residence and citizenship were processed in 2022. Our government committed to implementing these new technologies to move more key services online, including confirmation of permanent residence status, introducing online citizenship testing and ceremonies. Our government recognizes that the cost of living has affected all Canadians and that students pursuing an education need support. Budget 2023 proposes to enhance student financial assistance starting August 1, 2023. This proposal includes increasing Canada student grants by 40%, which could provide up to $4,200 for full-time students; raising the interest-free Canada student loan limit; and waiving the requirement for mature students to undergo credit screening in order to qualify for federal student loans. Budget 2023 would make life more affordable, provide improved health care services for all Canadians from coast to coast to coast, provide targeted funding for students and workers, and encourage investments in the green energy economy.

Madam Speaker, I will be sharing my time with the member for Halifax West. I am pleased to speak to Bill C-5, an act to amend the Criminal Code and the Controlled Drugs and Substances Act. Today I would like to address necessary amendments proposed in Bill C-5. Our criminal justice system continues to perpetuate a cycle of systemic racism, a system which is disproportionately overrepresented by indigenous peoples, Black Canadians and members of marginalized communities both as offenders and as victims. Sentencing laws within the Canadian criminal justice system have historically focused on punishment through imprisonment rather than ensuring that the responses to criminal conduct are fair, effective and prioritize public safety. Adopting the proposed amendments to Bill C-5 are imperative to stop the cycle of systemic racism and overrepresentation in the criminal justice system, while taking steps towards addressing the disparities experienced by vulnerable groups. The proposed amendments maintain the courts’ ability to impose serious penalties in appropriate cases for firearms offences, ensuring that sentencing is proportionate to the crime. I have the privilege of serving as the chair of the Standing Committee on Justice and Human Rights. Our committee recently completed a study on this bill. We heard from experts, law enforcement, legal representatives, and those who are marginalized and who have interacted with the criminal justice system. The testimony encompassed the diverse experiences of those who have encountered the consequences of Bill C-5 from across the country. The testimony recounted racialized and marginalized individuals’ intergenerational experiences with racism in policing and sentencing, arguing that a colonial system of incarceration is not encompassing of the needs of Canadians. Bill C-5 would address the concerns raised by the witness testimony we heard around racism and overrepresentation in the justice system by promoting judicial discretion and prioritizing individualized sentencing. This process ensures that an individual who is found guilty is sentenced appropriately to the degree of responsibility of the offender and the seriousness of the offence. A sentencing court must look at all mitigating and aggravating factors specific to the case, including the offender’s risk to public safety, circumstances specific to the offender and instances of systemic racism experienced by the offender. When it comes to crimes, specifically gun crimes and youth violence, I have been working hard with groups for over decades. I can tell colleagues that minimum mandatory penalties have not deterred or reduced gun crime. Prevention, intervention or tough enforcement at borders have been effective. Most of these young folks need help and jail is not the answer. A criminal justice system which utilizes a mandatory minimum penalty as a model of reform is not reflective of Canadian values or the needs of racialized and marginalized communities within Canada. We can see from the statistics that the Canadian criminal justice system has historically been ill-equipped when considering individuals who are vulnerable, struggle with mental health and substance use, are experiencing homelessness, live in poverty or lack access to essential and social services. We must ensure that Canada does not use the criminal justice system to address social issues. Rather, we must ensure public safety, accountability and justice. Research shows that in Canada indigenous people, Black Canadians and other racialized persons are more likely to come in contact with the criminal justice system, often due to systemic racism as well as other social and economic factors. These statistics are further exacerbated by the fact that members of these communities are overrepresented in correctional facilities. Between 2007-08 and 2016-17, indigenous and Black offenders were more likely to be remanded to federal custody for an offence punishable by a mandatory minimum in the last 10 years. The number of indigenous adults admitted to federal custody for a firearm-related offence punishable by a mandatory minimum penalty increased by 23%. Despite representing only 5% of the Canadian adult population in 2020, indigenous adults accounted for 30% of federally incarcerated inmates. In 2018-19, Black inmates represented 7% of the federal offender population, but only 3% of the Canadian population. If we continue to support a system which perpetuates systemic racism, the cycle of incarceration will continue to be the path for many marginalized communities. There are 13 mandatory minimum penalties related to firearms offences that would be removed, empowering the courts’ ability to impose proportionate and individualized sentencing to offenders. Bill C-5 would repeal the firearms-related mandatory minimum penalties for possession of a loaded firearm, prohibited or restricted firearm, possession of a weapon obtained by crime, possession of an unauthorized firearm, and importing a firearm knowing that it is not authorized. Repealing mandatory minimums for these offences would allow for greater use of conditional sentence orders in cases where an offender faces a term of less than two years' imprisonment and does not pose a threat to public safety. It would also require police and prosecutors to consider measures aside from incarceration. The reality is that the restricted availability of conditional sentencing has contributed to the disparities experienced by racialized and marginalized communities in Canada. Consistent with the government’s commitments, mandatory minimum penalties would remain in place for offences related to robbery, extortion, discharging a firearm with intention to cause bodily harm, firearm trafficking and importing, and making automatic weapons. A justice system that unfairly targets indigenous peoples, Black and marginalized communities is not effective. It does not keep us safe and must be changed. For those who say that Bill C-5 is not tough enough on crime, those who commit serious offences will continue to receive serious sentences. Our bill is about getting rid of the failed policies that filled our prisons with low-risk, first-time offenders. They do not need to be put in jail; they need support. These failed policies did not deter crime in the past. They did not keep us safe and they did not make our justice system more efficient. They target vulnerable and racialized Canadians. Canadians see the devastating effects that come from firearms on a daily basis. I am no exception. However, I recognize that a one-size-fits-all system, where mandatory minimum penalties are considered just and fair, is not representative of those who are disproportionately impacted by the Canadian criminal justice system. For those who are a danger to the public, or are serious or repeat offenders, a judge would be able to award stiff and harsh penalties in some cases higher than the minimum sentences. This is not a soft-on-crime approach. This is an approach that separates social issues from judicial issues, and allows the judiciary to make the appropriate sentence. To end the cycle of overrepresentation, we require a tailored approach that encourages rehabilitation and acknowledges the historical and ongoing injustices faced by Canadians across the country. Repealing select mandatory minimum penalties does not mean that firearms offences are considered serious offences; rather, it provides the courts with the ability to impose appropriate and proportionate sentences. The changes we make today to our criminal justice system will have an impact on current and future Canadians. It will change the way we engage with racialized and marginal communities. This includes providing meaningful support for victims, accused persons, offenders, their families and their communities. Our government is committed to maintaining public safety, and has taken urgent and significant action to make Canada safer.
