Madam Speaker, I would just like to take a few moments to rebut some of the things my colleague from Kings—Hants said. In terms of my question, which was pretty direct, from 2019 to 2021 Canada had the second-highest increase in its gross debt-to-GDP ratio out of 33 countries covered by the IMF, behind only Japan. Our gross debt-to-GDP ratio increased from 87.2% to 112.1% in 2021, an increase of 24.9 percentage points. Given that the Canadian government has accumulated more debt as a share of our economy than nearly every other country in our peer group, the expectation would be that Canada's economy fared better than others during this period. This is incorrect. Despite leading our peers in debt accumulation, Canada did not outperform our peer group in economic growth during the pandemic. Canada had the 11th-lowest real GDP growth, 5.2%, in 2020 and the 12th-lowest real GDP growth, 4.6%, in 2021. Canada also did not outperform its peer group by achieving lower unemployment during the pandemic. Canada had the third-highest unemployment rate, 9.58%, out of 33 industrialized countries and the eighth-highest unemployment rate, 7.43%, in 2021. I get that these numbers are a lot of numbers that just came out at everyone, but I put these numbers on the record to debunk the myth that the Liberals keep on trying to portray, that they somehow went into the pandemic later than everyone else and came out sooner. That is simply not the fact. They spent more than every other country in the world but Japan, and our citizens are not better off. The proof is in the pudding, as 1.5 million Canadians in one month used a food bank to put food on the table for their families. That is a failure of leadership by the Liberals. Students at universities across our country are staying in hostels or needing to use a food bank to eat or, like in my alma mater, the University of Regina, actually fundraising so students do not go to bed hungry, asking alumni for money to help feed students. Another thing I am looking forward to is splitting my time with the member for Brandon—Souris and hearing what he has to say about a private member's bill he brought forward last Parliament, which still has not been implemented. On the topic of not doing what Canadians need, I would like to talk a bit now about agriculture and the agriculture file. My colleague from Kings—Hants left a bit of wiggle room on Bill C-234. I know he had some positive things to say about it, and I am very interested, because all the Liberal members voted against the bill in committee. As the chair, he did not have to vote, and I am really excited to see how he votes and if he is going to stand with the agriculture producers in Kings—Hants or with his party whip, whether he will be voting along the party line or voting for the people who sent him here. I am very much looking forward to that vote, because I think that over the last couple of weeks a few members on the Liberal backbenches are starting to feel a bit of pressure when it comes to either supporting the carbon tax or supporting the amendments at the report stage of Bill C-21. I am looking forward to seeing if some of the rural members from the Maritimes or Newfoundland or some of the members from Alberta and Manitoba are going to support these gun amendments that criminalize law-abiding firearms owners, or if they are going to support their constituents and make sure their voices are heard in the chamber. There are a few votes on which I am really looking forward to seeing what some of the Liberal members in the back rows are going to do. This motion is about making life easier and more affordable for Canadians. We hear in our offices across the country that one of the biggest strains now on families is going to the grocery store and trying to make sure they have enough food to put on the table. Some of these increases are staggering. I get pictures sent into my office of what $100 buys now at a grocery store. It does not go a long way for a lot of these families. Some of the reasons are that fish is up 10.4% to purchase; butter is 16.9%; eggs, 10.9%; margarine, 37.5%; bread, rolls, buns, 17.6%; dry or fresh pasta, 32.4%; fresh fruit, 13.2%; oranges, 18.5%; and the list goes on: lettuce, 12.4%; potatoes, 10.9%. These are a lot of staple foods for families. Our household is no different from anyone else's. We have three growing children. They are five, seven and nine, and they are starting to eat more and more. Like a lot of other families, we are seeing our grocery bills continue to climb, and these are the things that we need to have solutions for. As members of the House of Commons or as public servants, we have to look for how we can ease this inflationary pain. One of the things we can do is get together and take some taxes off the prices of these fruits and vegetables and everyday essentials. We also had a motion brought forward a couple of weeks ago to take the carbon tax off home heating, which is quite reasonable. Some of the members across the way voted in favour of that motion, and I thank them, including the member for Avalon, for voting in favour. I appreciate that very much, because he was listening to his constituents. It is incumbent on us to remember who brought us here. Former premier Wall always said that these are not our seats, that these are the seats of the constituents and we are just caretakers for a while, because someone else will come and take them. I think a few members are remembering that, and we appreciate that support very much. When it comes down to erasing the carbon tax on the price of groceries, it is pretty much unanimous in the House of Commons that the price of groceries is too high. We are just trying to figure out how to deal with that situation. Also, the price of groceries is high because that carbon tax hits our producers; it hits the farmers and it hits the trucking industry. At each link of a supply chain, the carbon tax continues to increase the price of goods. That is something we are trying to get through to the members across the aisle and get through to our Liberal, NDP and Bloc colleagues. It is not just a one-time hit; it continually makes things more expensive. We saw from a recent report that a 5,000-acre farm, by 2030, will pay $150,000 in carbon taxes per year. I grew up on a small family farm in southwest Saskatchewan. We had dairy and beef, and we made our own hay. We had 2,000 acres that we combined. They are not big farms. I do not know anyone who farms 5,000 acres who can take a $150,000 hit year after year. Unless common sense prevails, the only outcome for these family farms is bankruptcy. The Minister of Agriculture was at the agriculture committee, and I am proud to be a member of the Standing Committee on Agriculture and Agri-Food. The minister was there for ministerial estimates, and I asked her to give me a definition of what a family farm is. She could not. Some Liberal members have not been on a farm and do not know agriculture. They see it as big corporate agriculture and big business, but 95% of the farms in Canada are still family farms. The minister was taking the family out of the family farm and said that families are still okay, but it is the farm that is getting taxed. That is not a thing. The family farm is one unit. It is a package deal. Those two cannot be separated. Some are incorporated and some are not. One thing we learned through CERB was that sometimes a family farm that is not incorporated missed out on some programming. I will leave members with this, when it comes to the rising cost of inflation. Tiff Macklem, the Governor of the Bank of Canada, said himself that the increase in spending by the government has had an effect on inflation. One more thing that is really going to hit us hard, now that the interest rate is 4.25%, is that people are going to start losing their homes. I have friends whose mortgages have gone up $750 to $800 per month. That is over a $10,000 increase in what they will have to pay for their mortgages over a year. Families, farm families and everyone in between are squeezed hard enough. They cannot absorb that $10,000 hit. They cannot absorb that $1,000 hit on their grocery bill. We in the House of Commons are going to have to come to the realization that one cannot get blood from a stone. We have to give tax breaks to Canadians.

Madam Speaker, it has been a while. I would have finished my debate on Bill C-8, but the last time I rose, I had five minutes and we had to break for routine proceedings. It is great to get back on my feet and talk about this bill. This bill really looks at some of the budget implementations from the economic and fiscal update in 2021. There are seven parts to this bill. A lot of it has to do with amendments to the Income Tax Act. We have had a lot of questions around the 25% income tax for school supplies and rebates for the farm fuel industry and farmers and producers across Canada, and I will get to those discussions. However, what the Liberals are putting forward is that Conservatives are holding up this debate. I would like to outline a bit of the timeline that we have seen and the incompetence in the legislative agenda by the Liberal government, which it is trying to blame us for. The Liberals did not introduce this bill until December 15, right before the House rose for the Christmas break. My colleagues across the way will know this is factual. Then, the Liberals did not start the second reading debate until February 2. Second reading was completed a week later, on February 10. That was the week of the completion of the second reading debate. The finance committee studied the bill for less than a month and reported the bill back on March 1, after only three meetings. The current debate on report stage started March 4. Since then, there have been four constituency weeks, when the House did not meet, and only six days of debate in this chamber. There were 34 sittings days in the House for this bill to be debated, and they are complaining that this bill has been debated for only 11 days. Once again, the government is seen not completely telling the truth to Canadians on where and how this bill has proceeded through the House of Commons and the committee stage. I said to some of my hon. colleagues yesterday, when I was asking questions, that it has been a long time since I have heard someone be so adamant that it is the opposition's fault that the government is not getting its work done. It is the equivalent of a kid saying, “The dog ate my homework.” Just because the government does not have the capacity to get its legislative agenda through, that does not mean it is the opposition's fault. We are standing and presenting different ideas and different priorities that Canadians might have. A lot of this debate is around making sure the refundable tax credits are given out. There is just a different philosophy on this side of the House. The member for Winnipeg North gets so excited about how he can hand out money to Canadians across the country. On this side of the House, I asked a question that a lot of the constituents in Regina—Lewvan have. The government is excited for tax return season, but Canadians do not want to have their taxes given back to them at tax season. What they would like is for the government not to take them in the first place. The government is not giving out government dollars to Canadians; it is giving back money it should not have taken in the first place. That is the problem we see with the Liberals. They think the $500 billion they are throwing around like a drunken sailor is their money. It is not. The government does not earn a dollar. It does not raise a dollar. The only way the government gets money is by taking it from Canadians who go to work each and every day and earn that money. That is why we feel the government should be a bit more careful with Canadians' money. I should be more careful to make sure I say that I am going to split my time with my good friend, the member for Kamloops—Thompson—Cariboo. We are talking about how the government believes the money it is giving back is its money. It is something that we never really hear from people in Saskatchewan and in Regina—Lewvan. They always see tax season as a bit of a difficult time, because they see all the money and all the tax rebates, but the government is saying that people should be so thankful it is giving them refunds. Why take it in the first place? That is the question lots of people come to my office to ask. Another thing is that the Liberals are like Robin Hood. They expect Canadians to kiss the ring and be grateful they are getting this money back at tax time, when they should have had it throughout the year. They should have had it when their kids needed new shoes. They should have had the money they earned when they had to buy school supplies. They should have had that money when inflation made their grocery bill $500 or $600 more each month. They should have had that money throughout the year, not just given back to them at tax time. That is something that I think the people across the way just do not understand, that all this money they continue to shovel out the door, time after time, has to come from somewhere and it is everyday Canadians who are the ones stuck paying the bill. We have heard a lot of questions about schools and when teachers can get their rebates back. Do members know what I hear from teachers and what they are concerned about? What teachers and people in the school divisions across Saskatchewan are concerned about is the hundreds of thousands of dollars more that it is going to cost them each year to keep the classrooms warm in the winter and cool in the summer, because of the NDP-Liberals carbon tax. In rural Canada, the cost of fuel for people to have their kids bussed to school continues to increase each and every day. That is something that hits people hard in their pocketbooks. It is basically a trickle-down effect. The municipalities and the provinces have to pay for that because of a Liberal initiative that continues to put pressure on each and every level of government. When we speak with school board trustees in the school divisions across Saskatchewan, that is one of their major concerns, and it is something they cannot control. They cannot control what the cost is going to be when they have to keep filling those buses with expensive fuel because of the Liberal carbon tax. In Saskatchewan, when it is -40°C, they have to have heat in their classrooms. What the current government continues to do, in basically each and every one of its pieces of legislation, is ensure that people in rural Canada are treated differently than everyone else across the country. The government continues to try to divide Canadians and make sure that what it is doing is seen as environmentally friendly, yet more Canadians are being left behind. Another thing I find interesting when it comes to the economic and fiscal update in 2021 and now Bill C-8, and the government's budget as a whole in 2021, is the fact that the PBO said that of the $500 billion that was earmarked for COVID, because my colleague talked about COVID a lot in his speech, $200 billion was not even for COVID measures at all. He said it was not accounted for in COVID spending: $200 billion of the $500 billion the government spent, and said it needed to spend, on COVID basically is not accounted for whatsoever. There really needs to be more accountability when it comes to the government's legislative agenda. I think that is what the Liberals do not like. As we have seen time and again, accountability is not very high up on the government's list of priorities. Whether it be with respect to the Emergencies Act committee or the WE Charity scandal and the ethics committee, when it comes to accountability, this is definitely something where the government used to believe that sunlight was the best disinfectant, but that was long in the past. I remember when, in 2015, the Prime Minister used to do his Care Bear stare, hand over heart, and say that the government had the backs of Canadians. With friends like the Prime Minister, Canadians truly do not need any more enemies. If this is the idea of the Prime Minister having the backs of Canadians, when 50% of them are $200 away from bankruptcy, when inflation is going to 6.7%, when the idea of owning a home in Canada for people under 30 is now a nightmare because they will never be able to do it and they will live in their parents' basement until they are 40, I think they would rather that he just take his walk in the snow and say goodbye.

moved: Whereas on October 21, 1880, the Government of Canada entered into a contract with the Canadian Pacific Railway Syndicate for the construction of the Canadian Pacific Railway; Whereas, by clause 16 of the 1880 Canadian Pacific Railway contract, the federal government agreed to give a tax exemption to the Canadian Pacific Railway Company; Whereas, in 1905, the Parliament of Canada passed the Saskatchewan Act, which created the Province of Saskatchewan; Whereas section 24 of the Saskatchewan Act refers to clause 16 of the 1880 Canadian Pacific Railway Contract; Whereas the Canadian Pacific Railway was completed on November 6, 1885, with the Last Spike at Craigellachie, and has been operating as a going concern for 136 years; Whereas, the Canadian Pacific Railway Company has paid applicable taxes to the Government of Saskatchewan since the Province was established in 1905; Whereas it would be unfair to the residents of Saskatchewan if a major corporation were exempt from certain provincial taxes, casting that tax burden onto the residents of Saskatchewan; Whereas it would be unfair to other businesses operating in Saskatchewan, including small businesses, if a major corporation were exempt from certain provincial taxes, giving that corporation a significant competitive advantage over those other businesses, to the detriment of farmers, consumers and producers in the Province; Whereas it would not be consistent with Saskatchewan's position as an equal partner in Confederation if there were restrictions on its taxing powers that do not apply to other provinces; Whereas on August 29, 1966, the then President of the Canadian Pacific Railway Company, Ian D. Sinclair, advised the then federal Minister of Transport, Jack Pickersgill, that the Board of the Canadian Pacific Railway Company had no objection to constitutional amendments to eliminate the tax exemption; Whereas section 43 of the Constitution Act, 1982 provides that an amendment to the Constitution of Canada may be made by proclamation issued by the Governor General under the Great Seal of Canada where so authorized by resolutions of the Senate and House of Commons and of the legislative assembly of each province to which the amendment applies; Whereas the Legislative Assembly of Saskatchewan, on November 29, 2021, adopted a resolution authorizing an amendment to the Constitution of Canada; Now, therefore, the House of Commons resolves that an amendment to the Constitution of Canada be authorized to be made by proclamation issued by Her Excellency the Governor General under the Great Seal of Canada in accordance with the annexed schedule. SCHEDULE AMENDMENT TO THE CONSTITUTION OF CANADA 1. Section 24 of the Saskatchewan Act is repealed. 2. The repeal of section 24 is deemed to have been made on August 29, 1966, and is retroactive to that date. CITATION 3. This Amendment may be cited as the Constitution Amendment, [year of proclamation] (Saskatchewan Act). He said: Mr. Speaker, I am happy to stand to present the motion today and lead off the debate. I will be splitting my time with the member for Carlton Trail—Eagle Creek. I am happy to hear her comments put on the record as well. We will have a lot of Saskatchewan content in the chamber today. I feel that more common sense from Saskatchewan is always a good thing. I want to talk to the members in the chamber today about why this motion is important. There are two defining reasons why we should be passing this unanimously. One is for tax fairness. I believe the taxpayers of Saskatchewan should not be forced to pay an additional dollars to a profitable corporation. Second, it is about respecting provincial jurisdiction. I believe all colleagues can appreciate that. I think we have a duty in this chamber to respect what has been done in provincial legislatures across the country. We know that this passed unanimously in the Saskatchewan legislature last fall. I brought forward a unanimous consent motion, but I appreciate that the member for Winnipeg North and the justice minister wanted to have debate on the floor of the House of Commons about why this motion is important and why it should be passed. It is with respect to their wishes that we brought forward this motion today so we would have that conversation, have that debate and have comments put on the record as to why this is a necessary motion. Hopefully, after today there will be a vote on this motion and we can move it to the Senate. Then this could be passed in respect to the wishes of the people of Saskatchewan. I have some thanks to give. My thanks to the minister of justice in Saskatchewan, Gordon Wyant, who put this motion forward in that legislative chamber. I have also talked with some of the NDP MLAs in Saskatchewan, my home province. I was a member of the legislative assembly there, and Trent Wotherspoon has said he has communicated with the NDP in the House of Commons. I believe they will be on board with this motion as well because they should respect what their provincial colleagues have done. I hope this will be a good and thorough debate about why we, as legislators, should respect the provincial jurisdiction of what is going on. I want to put on the record that I think it is very important that we have the proper tone. Decorum in this House has left a little bit to be desired. The motion today was put forward by the opposition so that we can all get together and have a good conversation to show the people of Canada that we can work together. We have done it in the past. We can work together and get things done more quickly and not see some of the holdups we have seen in the past with some of the bills put forward because of partisan politics. These are the conversations we have been having over the last couple months. I put forward a unanimous consent motion that was denied, so hopefully that will not happen again with this motion before I back home to Saskatchewan. Talking about the people of Saskatchewan, this is important to them because they think it is time that Ottawa listens to some of their concerns around tax fairness. Obviously, we have seen that the price of everything has been going up and inflation is increasing everywhere. They want to know that we are listening. My number one job when I stand in the House of Commons representing the people of Regina—Lewvan is to put forward their interests and make sure that I am a voice for them. This is something that I feel is very important. They feel, like I said previously, that they should not have to pay an extra dollar for a profitable corporation. We went through the motion. For a little more background, this is a constitutional amendment. That is not unheard of, as B.C. has done this, as well as Alberta, and through this very process. We are not breaking new ground. We know this has been done before, amending provincial constitutions through motions and agreement with parties in the chamber and in the Senate. I believe this is something that can be done again. We really want to make sure that people realize that this is an outdated exemption. It dates back to 1880. It was something where the government at the time made a deal with CP Rail. It is something where they were exempt from paying taxes. Going back to 1880 makes it 116 years old. CP and the Saskatchewan government have been engaged in a battle over this for the last 13 years. For CP, that is something that will be ongoing. This will affect that going forward. That court case will be settled in the courts. It will not be settled here today, but we will make sure that we get this exemption done and off the books so that something like this does not come up again. On November 29, the justice minister introduced the motion to repeal section 24 of the Saskatchewan Act in the legislature. Like I said, it has been a few months. I believe my colleagues across the way on the government side have had an opportunity to look at it and are in agreement with this motion going forward. The resolution will be passed by the government and the Senate. I want to put on the record today a comment made by the minister of justice in Saskatchewan. He said, “We're going to vigorously defend the claim that's been brought by the railway to defend the interests of the people of Saskatchewan”. When it comes down to it, today we are trying to defend the interests of the people of Saskatchewan on the floor of the House of Commons. That is what I will always do. When I talk to the people of Regina—Lewvan, I tell them that I will always be on Saskatchewan's side. This motion shows both that commitment to the people who have sent us to the legislature and that we have the ability to get things done. Sometimes I am asked in my hometown of Regina if I can move the yardstick being in opposition, if I can get things done. This is an example of how, working with all parties, we can get something done for the people of Saskatchewan and make sure they do not pay a cent in tax that should be paid by profitable corporations. In a few conversations with people back home over Christmas, they were really interested in what the problem with this could be. I am hoping that, if the other parties, the Liberals, NDP or Bloc, do have concerns, they put them on floor of the House of Commons today. We can then answer those concerns, and we can work together to ensure this will be moved forward. It is very important that we make sure outdated legislation is changed. I believe it was an oversight because in 1966, as it says in the motion, there was a handshake agreement between CP Rail and the government of the day to get this exemption off the books. Sometimes there are small oversights, so we are going to fix a past mistake that was overlooked and ensure that everyone knows what the rules are going forward. Canadians are really looking for some certainty and making sure we are doing what we can to make legislation clear. Passing this motion so that oversight is fixed and that exemption is taken off the books of CP Rail is what today is about. This is about tax fairness for the people of my province, and I am looking forward to hearing the debates of my other colleagues from Saskatchewan. It is about respecting provincial jurisdiction. I think a lot of members in the chamber agree with this and will make sure we work together to get this motion passed. I believe everyone in this House thinks provincial jurisdiction should be respected, and when it comes to tax fairness, I think everyone in the House would agree that people in our home provinces should not be paying for profitable corporations. When I go home, I will be happy to have conversations with the people of Regina—Lewvan and tell them this is one thing we did together. When they watch the news, sometimes all they see is the combativeness among opposition parties. They watch question period and think all we do is argue and not get answers from our colleagues across the way. Through this motion and the debates today, I want to show there is co-operation at times. I am hoping my government and opposition colleagues will help us to make sure this is fair for Saskatchewan. I am proud to say that I will always be on Saskatchewan's side, and that is what this motion is about.
