Madam Speaker, I am pleased to announce that I will be sharing my time with my hon. colleague from Skeena—Bulkley Valley who, I am sure, will teach us a lot about this very important issue. The planet is burning. It is not a metaphor. Global warming and climate change are real. This is affecting people. It is killing people. It is making people sick and forcing people to leave their villages and towns. The planet is burning and not thousands of kilometres away, but here at home in our own backyard. Forest fires are currently burning in British Columbia, Alberta, Nova Scotia and Quebec. What bright idea did the Conservatives come up with? They are saying that we should not put a price on pollution. They are completely disconnected from reality, from what is actually happening here at home and around the world. The ice shelves in Antarctica are collapsing. This is causing ocean levels to rise. If the permafrost ends up melting, it will release an unbelievable amount of methane, a greenhouse gas that is 70 times stronger than CO2. All these phenomena are piling up. The oceans are acidifying and that will also have an impact on climate change. How is it that the Conservatives are coming back for the eighth time in three years, telling us that we should not put a price on pollution, that it would be good to continue the status quo because everything is going so well and this is good for the economy? However, if there is no planet, if there is no environment, there will be no economy. I do not understand why the Conservatives keep hammering away on this issue, supporting an industry that is harmful not only to biodiversity and nature, but also to human beings, public health and our economy. Even insurance companies are sounding the alarm. Insurance companies are not the biggest tree huggers in the world, but they are beginning to realize that there are areas and places that are no longer insurable. They no longer want to insure people's homes because it is too risky. It is too risky, whether for floods, forest fires or landslides. It has come to that point. The Conservatives keep repeating the same old line that nothing needs to be done or we should wait until others do something. If China does nothing, we do nothing. If the United States does nothing, we do nothing. As human beings and citizens of the world, we have a responsibility to take action to ensure that our environment remains healthy, viable and livable for our children and our grandchildren. As Quebeckers and Canadians, we have a special responsibility because we are big polluters. It is true, we have a small population but we are major greenhouse gas emitters. In 2021, Canada ranked as the 10th GHG-emitting country in the world. By population, it is ranked 39th in the world. Thus, we should be ranked 39th for greenhouse gas emissions, but no, we are ranked 10th. We are in the top 10 emitters because, on average, our per capita greenhouse gas emissions total 17.5 tonnes per year. According to the Paris agreement, to perhaps hold the temperature increase to 1.5° or 2°, per capita greenhouse gas emissions must be limited to two tonnes per year, on average. We are at 17.5 tonnes. This shows the gap between how we live and what result we should attain. It is a huge gap. I would like to take this opportunity to urge caution when discussing the concept of averages in connection with climate change. When we tell people about the need to be careful because a global temperature increase of more than two degrees could be catastrophic, they usually react by thinking that two degrees is not that much, and they wonder what difference it could make. They tell themselves, after all, they often wake up in the morning to a temperature of 15°C, only for it to rise by the afternoon to 25°C. That is a difference of 10°C in a single day. In Quebec, temperatures can drop to 35 below in winter and rise to 35 above in summer, a difference of 70 degrees. All this leaves people wondering what a 1.5°C or 2°C rise in temperature really means. They say it is going to alter the planet's ecosystems and, to understand that, we need to go back a bit. When I say “a bit”, I mean a very long time ago. If we go back 20,000 years, it was, on average, 4°C colder than it is today. As a result, Europe was covered by 3,000 kilometres of ice. The planet was uninhabitable, because it was colder. It is easy to see that if, when it was 4° colder, there were 3,000 kilometres of ice, then when it is 4° warmer, a whole slew of areas on the planet would simply become uninhabitable. Human beings, the human body, cannot survive in those conditions. French engineer Jean-Marc Jancovici is quite clear about that. There are beautiful maps that unfortunately show that an additional 2°C would make certain parts of the world uninhabitable, places such as Central America, northern South America, parts of the Maghreb, South-East Asia, parts of India, Bangladesh and Sri Lanka, where, if it were over 35° with 100% humidity it would be impossible for human beings to survive. Perspiration would no longer be enough to cool a person's body, so they would die. What happens when people are at risk of dying if they stay in their region, town or village? They move to places where it is not as hot, where it is cooler. Global warming will lead to phenomenal levels of population migration across the globe, which could give rise to geopolitical conflict, extreme tension and probably even war. That is why former U.S. vice-president Al Gore won a Nobel Peace Prize several years ago for his work on the environment and the prevention of climate change. Why would someone win the Nobel Peace Prize when we are talking about the environment? I just explained why, and it might be worth reflecting on. I submitted a written question to the government recently, specifically to the Department of Citizenship and Immigration and the department responsible for housing, to find out how the federal government plans to handle the arrival of climate refugees. The answer was that Canada has the national housing strategy, that everything is going to be fine and no one needs to worry about it. We have a Liberal government that is a climate change laggard on the international stage. It is incapable of planning for what is coming. Greenhouse gas emissions in Canada increased by 2% in 2021. Between 1990 and 2021, greenhouse gas emissions in Canada increased by 14% when the goal was to reduce them by 40%. We are way off target. What is more, there has been a dizzying increase in oil and gas production since 2005. The production of oil in the oil sands, which is the most polluting oil in the world, has increased by 215% since 2005 while, internationally, Canada boasts. It attends COP and says that it is a model, that we need to transition, that it is important and we need to pay attention. In the meantime, there is a 215% increase in production in the oil sands. That means that, since 2005, 200,000 wells have been drilled to find oil and gas. The Liberals tell us that things will work out, that we will be able to reach our objectives, yet their actions say the opposite. The Minister of Environment and Climate Change is a former founder of Equiterre, an organization that is currently suing him for shirking his responsibilities. Although he claims he wants to be there to change the world and save the planet, he picked up his pen or pencil and signed a ministerial order green lighting the Baie du Nord project, a decision solely within his purview that will ultimately generate hundreds of millions of barrels of oil. On the one side we have the Conservatives, dinosaurs who refuse to take the matter seriously, and on the other side we have the Liberals, saying one thing and doing the opposite.

Madam Speaker, I found the speech by my Liberal Party colleague fascinating. He seemed to be suggesting that the Liberal government's record on greenhouse gas emissions is a good one. However, in 2021, greenhouse gas emissions increased by 2%. In fact, greenhouse gas emissions have gone up by 14% in Canada since 1990 despite the climate emergency. Why is his government not doing better? It is incapable of meeting the Paris Agreement targets.

Mr. Speaker, I am extremely pleased to rise in the House to speak to this important report from the Standing Committee on Industry and Technology on the key sector of aerospace and aviation. We know how important it is for Canada as a whole, for western Canada and Manitoba, and obviously for Quebec. This sector creates and maintains thousands of jobs in Quebec, including 40,000 direct jobs and maybe 100,000 indirect jobs, with an entire supply chain made up of hundreds of small businesses. I will come back to that. This is a major economic sector that supports thousands of families with good jobs. As the report indicates, these jobs pay on average 10% more than the average salary in Canada. These are good jobs that are often unionized and represented by the machinists' union, Unifor, CSN and FTQ. I want to use this opportunity to talk about the importance of good union jobs and support the union movement in general. Right now, federal public service employees are on strike. These are good jobs, but not as good as they used to be, which is making it harder to attract and retain federal employees. This is partly why 155,000 workers have been striking since yesterday. The government has to stay competitive on the labour market and offer working conditions that enable workers to cope with the rising cost of living resulting from the last two years of inflation. I want the workers to know they have our full support. From the start, the NDP has always been a party that promotes the cause of workers and acknowledges their right to seek a balance of power and exert pressure. It is part of the party's DNA. Workers can count on us. We will always be there for them. I think their demands are legitimate and reasonable. Once again, I ask Treasury Board to speed up negotiations to get good, well-paying jobs for federal employees who in turn can provide good services to citizens, Quebeckers and Canadians. Let us come back to the aerospace and aviation industry. It is fitting that I am able to rise in the House today to talk about this industry because, just a few minutes ago, I introduced a private member's bill affecting airport workers. Since I have a little more time now, I will take this opportunity to talk about the importance of that bill, which fixes a problem with and closes a loophole in section 47.3 of the Canada Labour Code. Unfortunately, because of that section, there is no continuity in airport subcontractors' collective agreements and work contracts. That is called contract flipping. Every time there is a tendering process, the lowest bidder gets a new service provider contract, and those contracts can vary a lot. This can affect workers who do maintenance, those who bring food to the planes for passengers, those who fill the planes with fuel before departure and so on. Every time there is a call for tenders and a new company is awarded a contract by bidding extremely low, the pre-existing labour contract disappears. This leads to a new attempt to renegotiate the contract. In practical terms, what that means for these workers is that, unlike workers in almost every other sector in society, their wages, working conditions, insurance and benefits get worse every time there is a call for tenders. Right now, 600 workers at the Montreal airport are affected by this issue. Two contracts have been put out to tender, one by Swissport, if I remember correctly. Some 600 people in Montreal are currently affected by this contract flipping. This has a very real impact. That anomaly, that loophole, is virtually unique in the Canada Labour Code. There is no other federally regulated unionized worker in the same boat. That is why I am bringing this private member's bill to the government's notice. This is something that it can look to as an example and use to try to end this unacceptable and wholly disrespectful situation. I have already spoken to previous labour ministers about this. I hope that the current Minister of Labour will be sensitive to this reality. I have already told him about it, and I hope that he will be open to listening to these people. With respect to the aviation industry, I asked my colleague a question a few minutes ago about this. This seems to be just a news item, but I also want to highlight the fact that the Liberal government seems to be considering awarding a sole-source contract to Boeing for the purchase of surveillance aircraft, the P-8 Poseidon, even though there are Canadian and Quebec companies, that is, Bombardier, but others, too, that may be interested in offering their services for the construction and sale of surveillance aircraft for National Defence. Why is the government favouring an American company for something that could be done in Canada? Instead of having a free and transparent competition, why is it giving a gift to a foreign company, when there will be no positive economic impact or spinoffs for Canada? We have companies that could build the plane and sell it. In addition, the P-8 Poseidon is a last-generation place that is on its way out. No one buys them anymore, not when there are new models from a new generation, with new technologies, that perform better and that could be considered by National Defence and the Liberal government. It seems like there is some sort of backroom deal going on. The government just awarded three huge contracts to Lockheed Martin for the purchase of a large number of F-35s, so it almost seems like it is trying to make it up to Boeing by promising to purchase the P-8 Poseidon. This plane is not a good plane, the manufacturing will have no economic spinoffs in Canada, and there are Canadian companies that could build better aircraft with greater economic benefits for Canada. I am not demanding a full-on “buy Canada” policy, but can we at least prioritize Canadian companies, Canadian jobs and Canadian technology so that we get a better plane that also meets our future needs? Speaking of the future, for years, the Liberal government has had no vision for the aerospace industry. As was stated several times this morning, Canada is one of the few countries in the world where it is possible to build an aircraft from start to finish. We are fully independent. That is amazing. This sector provides 235,000 direct and indirect jobs at hundreds of companies, ranging from huge corporations to small but capable companies. I remember visiting companies in Drummondville's industrial park that are able to engineer parts for aircraft that are unique in the world and that have special capabilities, with machines that I could not begin to understand. Clients send them plans for a part that has never been made and tell them what they need, and these companies are able to digitize it, model it, put it into the computer and then manufacture multiple copies. They are among the best in the world at this work. That is happening in Drummondville, and it is high-calibre work. I see my colleague from Drummond nodding, so I assume he agrees with what I am saying. I thought this work was fascinating and very impressive. That is just one example of companies that are capable of making parts for seats and engines. I am also thinking of Longueuil. These people are capable of building extremely precise high-tech, high value-added components. These are very good jobs. These people are capable of ensuring that the aircraft built here are among the best in the world. Let us come back to the matter of the Liberal government's lack of vision. Canada is at the back of the pack globally in terms of strategy, because we do not have one. It does not exist. We have no strategy. We do not have an overall vision for one of the economic sectors that we excel in. It is astounding. France, Brazil and the United States take care of their aerospace and aviation sectors. They have a vision that melds civil aviation, defence, space, research and development, and worker training, by bringing all the partners to the table. Here at home, the opposite is true. Things are done piecemeal, ad hoc, by chance. We have ad hoc programs that respond to a small need for help here, a bit of innovation there. The government might put a bit of money into a project or grant a loan if construction is involved, but there is no regularity, predictability or overall vision. The NDP, along with several other parties, is calling on the Liberal government to sit down and finally develop a national aerospace and aviation strategy, because we need one. We also need more R and D investments to ensure that we have the best technology so we can be at the forefront. As we know, many other countries around the world, including China and India, invest heavily in R and D. If we do not do the same, if the sector is not there to support the industries so they can be the best in the world, we will fall behind. We will no longer be among the best. We will no longer be the international leader in aviation and aerospace. A massive effort is needed, particularly regarding the energy transition. We know that civil aviation, air travel, is a major contributor to greenhouse gas emissions. That is one of the concerns of the NDP. We want to see that industry reduce its carbon footprint. I think everyone would agree that it is important for that sector to do so, although perhaps not as important as it is for the trucking sector, for example, or the energy sector, like the oil and gas sector. We all agree on that. I read recently on the news website Courrier international that, in terms of greenhouse gases, the civil aviation sector is the equivalent of landfills, of waste management, which represents between 3% and 4% of total emissions. That is not insignificant, but it is not the worst problem either. However, there is room for improvement. Interesting things can be done for the future. We hear a lot about the electrification of private and public transportation. However, looking ahead, there are many possibilities for the future of air transport thanks to electrification based on several models. I am not an engineer, but we are not yet at the point of having electric planes, although we already have electric buses, trains and cars. I am very pleased to have a fully electric car. I can participate in the green movement, although it is better to use a bike if possible. We are a long way from electric aircraft for a host of reasons, in particular because they require tremendous amount of energy. Given the size of battery it would take to generate the necessary energy, the plane would be too heavy to take off. We are not there yet. Perhaps green hydrogen will be a promising fuel option. The hydrogen must be produced with renewable energy. Having a plane run on hydrogen produced with natural gas is not necessarily the best option. There would not be much benefit to such a change. However, the federal government has a role to play in the electrification of transport, and it could ensure that the industry is able to propose promising and productive innovations for the future. Once again, we must not get left behind by foreign competitors. If we fall asleep at the wheel, others are going to get ahead of us, which would be a great pity for our industry and its future. Speaking of the future, I mentioned the importance of professional training earlier. The unions, including the machinists' union, are talking about the next generation of workers. It takes time to train new workers, because these are often skilled jobs that require specialized knowledge and have a learning curve. It is sort of like the apprentice system from the Middle Ages. Experienced workers coach trainees and show them the ropes. Currently, little is being done in our high schools and trade schools to steer our youth to the aerospace industry, even though it is an industry that is here to stay, an industry with a future. It is an industry that has good, often unionized jobs with numerous benefits. As mentioned earlier, the industry pays its employees 10% more on average than other Quebec or Canadian workers. I think it would be a good idea to partner with the provincial governments to attract youth to training and employment opportunities in aerospace and aviation. At present, there are no partnerships. Things are done almost randomly, and the current system is essentially word of mouth. This is concerning in terms of maintaining our capabilities, especially considering the labour shortages and stiff competition we are facing. I would also like to address the matter of creating an aircraft recycling program. No provision is made for what happens to aircraft at the end of their life cycle, when they are longer able to fly and need to be replaced. We basically have gigantic scrap yards full of aircraft all over North America. There is usable material in them. There are parts that could be reused. There are some things that could be melted down and recycled. There is no system for recycling aircraft. That is too bad, because we are losing a lot of natural resources and parts that could be repurposed. We have recycling systems for many things in our lives, in daily life, in our municipalities and in our departments, but it seems nothing has been planned for the aviation industry and its aircraft. That is a concern for us. I think the federal government has a lot of work to do on a range of issues relating to the aerospace industry. I am pleased to see that this report includes four solid recommendations. I think we could go further than those recommendations, but they are a good place to start. We need to make sure that Canada and Quebec continue to be centres of excellence in aircraft manufacturing. Together, let us keep making sure that tens of thousands of families can count on a good job and a good income in order to foster our shared prosperity. Let us keep good jobs in Quebec and in all parts of the country.

Madam Speaker, I thank my colleague for her speech. I would like her to talk a little bit more about the Minister of Environment and Climate Change, who was attacking the official opposition, saying that it has no plan, that its plan is non-existent. I would like my colleague to talk about the fact that, despite the price on pollution, the Liberal government is failing to reduce its greenhouse gas emissions. Is that not a result of all the conflicting decisions, such as Trans Mountain, Bay du Nord and oil subsidies, that are undermining the efforts of this government, which talks out of both sides of its mouth?

Madam Speaker, I just want to say that I will be sharing my time with my hon. colleague from Cowichan—Malahat—Langford. I am very much looking forward to his speech. I think we will have a lot to learn from him on this vital topic. I am very proud to rise in the House to talk about the environment, the climate emergency and the crisis that is affecting us all and will, unfortunately, continue to affect us throughout the coming years. I will also talk about the concrete solutions the NDP is putting forward in this motion. We could talk about a lot of things. A lot of people are talking about the price of gas right now. It is hurting a lot of people in many provinces and many regions. People are finding it hard to travel or get to work because it is costing them more and more money. I would like to share some data from a graph I found recently by Gérald Fillion, a Radio-Canada economics reporter. He makes it very clear that claims about the price of gas being connected to the invasion, the war, high government taxes or the carbon market are not true. Between June 2008 and May 2022, the price of oil went from 84.5¢ per litre to 91¢ per litre. This is not that much. The increase is slightly more dramatic in the carbon market, where the price went from 1¢ per litre to 8.8¢ per litre. The refining margin jumped from 9¢ per litre to 48¢ per litre. The biggest increase in the real cost to consumers at the pump is the refining margin, which is the oil companies' profit. We could tax these large companies, which are making huge profits. We could put forward very simple solutions, such as those proposed by the leader of the NDP, which include temporarily suspending the GST on heating bills; increasing the GST tax credit, which would help those most in need and a good part of the middle class; and increasing the Canada child benefit, a progressive measure that would once again benefit those most in need, workers and the middle class. Clearly, the money is there, and the economics reporter's table shows us why oil companies are seeing a dramatic increase in their ability to make profits. During the first quarter of 2022, in three months, Suncor Energy, Imperial Oil and TC Energy posted $2.95 billion, $1.17 billion and $1.1 billion in profits, respectively. The Liberals are giving them money. They think that these companies do not have enough. They are taking consumers' and taxpayers' money, even though the government has been promising them since 2009 that it would reduce oil and fossil fuel subsidies. They have still not even begun to do so, other than a few crumbs in the last budget. The government is also behind, in terms of its pairing with Argentina to review progress in phasing out subsidies to oil companies. What is more, the government found another present in the latest budget in the form of $2.6 billion tax credit for these companies to invest in a technology that most people doubt is even feasible. It is a pointless pursuit, a technological fantasy that distracts us from real solutions for a carbon-free society and economy. Most of the countries that have tried carbon capture have not been successful. My colleague from Vancouver East asked a good question earlier. With the record profits that these companies are making, can someone explain why they need public money to invest in new technologies? It seems to me that they are on quite solid financial ground. If they believe that it is the right thing to do and want to help reduce greenhouse gases in Canada, it seems to me that they have deep enough pockets to make those investments. There are two problems. First, the technology is not really reliable nor is it guaranteed. I will come back to that. Second, these companies do not need this money. Unfortunately, it would seem that the Liberals and the Conservatives are addicted to fossil fuels and unable to rid themselves of this dependency and to begin the shift and the transition that is required. The following saying is erroneously attributed to Einstein: Insanity is doing the same thing over and over and expecting different results. Everyone believes that Albert Einstein said that, but it is not true. Someone else did. It really does not matter, because it is a good saying. Why do we continue to double down on this economy? Yes, it provided for communities, families and provinces for decades. No, it will not go away overnight, but it is not the economy of the future. We need to make this transition. We need to invest in training our workforce. We need to invest in green and renewable technologies that will also help create jobs, but we are not doing that. We are doing the same thing we have always done, thinking it will produce different results. That is not going to work. It has not worked for 10 years. It has not worked for 15 years, but the government still insists on giving gifts to these corporations. Recently the Liberal government was quite proud to boast that Canada's greenhouse gas emissions had declined for the first time in 2020. What happened in 2020? It was the pandemic. The economy was shut down. Manufacturing, transportation and foreign travel came to a halt. People were holed up in their homes, no longer using their cars or trucks. It took a global pandemic and an economic shutdown for the Liberals to be able to say that GHGs went down over the course of a year. This is nothing to be proud of. I heard the Minister of Environment and Climate Change recently, and I could not believe it. I think we need to be a little more discerning and take a much safer path, one that listens to science and is serious about our collective future, our jobs, our ecosystems and our future generations, but that is not the case here. Despite all the rhetoric, all the promises made, and the fact that various environment ministers have attended COP24, COP25 and COP26, aid to oil companies from successive Liberal governments has been, on average, higher than the Harper government's financial aid to oil companies. They all told us, with tears in their eyes, that this is important and that they would be able to do things differently. Unfortunately, we are going to have to continue pushing the Liberals—both in the House and outside—to finally do the right thing, because the measures currently in place will not get us where we need to go. As a reminder, Canada provides more public funding to the fossil fuel sector than any other G20 country. Between 2018 and 2020, there was 14 times more funding for oil and gas than for renewable energies. I hope my colleagues think that is unacceptable. We are not moving in the right direction, and it is important to say it. The Liberals promised in 2009, before the G20 and the entire world, to end inefficient fossil fuel subsidies. What is sad and incredibly politically cynical is that several years later, the Commissioner of the Environment and Sustainable Development has to remind us that there is no definition for an inefficient subsidy. Moreover, it is not the Department of the Environment that determines what is efficient or inefficient, it is the Department of Finance. For the finance department, it is not rocket science. If it makes money, it is efficient. If we want to reduce greenhouse gases, which is more of an environment and climate goal, we need a clear definition of the goal, which is to be a net-zero society by 2050. We need to take specific steps between now and then so we can see our progress and figure out which measures work and which do not. People often talk about the cost of investing in renewable energy or training, but they never talk about the cost of doing nothing. If we do nothing, we will see more droughts, more floods, more forest fires. The climate refugee crisis will get even worse. Not long ago, it was 53°C in India and Sri Lanka. Massive parts of the planet may become uninhabitable. Those people will migrate. Naturally, they will want to survive. That could cause wars to break out. The cost will be exorbitant. The Liberal status quo will not save us.

Madam Speaker, I am extremely pleased to rise today to take part in this discussion, this very important debate. I applaud the excellent speech given by the previous speaker, my colleague from Vancouver Kingsway. She did a great job presenting the progressive and humanistic vision of concrete gains that the NDP wants to achieve for people, including citizens, tenants, seniors, those who are struggling, and the less fortunate. While it is not perfect, the budget does have some good points, and I will talk about them. The NDP managed to get some of the things we wanted, but not all of them, and we will continue to work on those. This also stems from the fact that Quebeckers and Canadians voted in another minority government in Ottawa, with roughly the same proportion of members for each party as before. Voters told us to work together and come up with solutions, much like Jack Layton told us back in the day. In fact, our campaign slogan in Quebec in 2011 was about working together, so we in the NDP have used our strength, the fact that we hold the balance of power, to negotiate with this minority government in order to make gains and progress. I too will come back to the very real gain of having a dental care program. It is a major breakthrough. At the NDP we have always been very proud of being the force behind our universal and free public health care system. The system still needs to be improved, of course, and we obviously agree that transfers to the provinces need to be enhanced. The system presents us with an absurd situation where some parts of the body are insured by the public plan but others are not. For example, my heart is insured, my lungs are insured, but my teeth and my eyes are not. It is as though the human body is a puzzle and some pieces are insured but others are not. Dental care, for example, is a major piece. During the last election campaign, when I was door‑knocking and talking to the people of Rosemont—La Petite-Patrie, Montreal and Quebec in general, people were very pleased with and receptive to the NDP's proposal to provide accessible dental care free of charge to people who earn less than $90,000 a year. I believe that this budget sets out a clear game plan. Beginning this year, children under 12 will be eligible for free dental care. Beginning next year, teens, seniors aged 65 and over and people living with disabilities will be eligible. In the third year of the plan, all households, families and individuals earning less than $90,000 a year will be eligible. Fully one-third of Canadians will have access to dental care, whereas currently they do not. We know that this has a considerable impact on people's lives, and especially on their wallets, because dental care is very expensive. If people have to pay out of pocket and cannot do so, they will not go to the dentist for cleaning or care, even though they should. I believe that this has an impact on one's self-esteem, personal life and professional life, when it comes to choosing a career. The quality of dental health care is a question of social class, and I am very proud that the NDP, the opposition party, was able to get dental care into the budget. This will deliver tangible results for people. This is not about creating a federal program with federal dental clinics and federal dentists. This is about instituting an insurance plan that will cover the bills for people eligible for this program. The bills will be paid by the government so that people do not have to pay out of pocket, which will help families in Quebec and all across Canada save thousands of dollars a year. I am also very pleased to see a game plan for pharmacare. The first steps of the Hoskins report will be implemented through a bill slated to be introduced next year. This will be an important step forward. We pay far too much for medications, which hurts workers, businesses and the government. A public, universal pharmacare program that is, of course, negotiated with the provinces, would represent a breakthrough that would help everyone. Quebec civil society, the Union des consommateurs du Québec, the FTQ, the CSN and the CSQ have all called for such a program. The NDP believes that this can be done while giving Quebec the right to opt out with full compensation. However, we believe that this program would have so many benefits that it would ultimately be worthwhile for everyone, for both workers and employers. The cost of supplementary health insurance is staggering. It has been skyrocketing for years. There are workers who must sign up for these supplementary insurance plans through their job. For example, I have met people who work part time in grocery stores in Montreal, and 25% of their salary is used to pay for these company insurance plans, the supplemental insurance packages. A universal public pharmacare program could represent a nearly 25% increase in salary for people who work part time, particularly in grocery stores. Another major gain we won in this budget was redefining the term “affordable housing”. Under the Liberals, affordable housing in Montreal could cost $2,225 a month according to CMHC rules. This is completely absurd and out of touch with reality. We negotiated a review of this definition so that it would not exceed 80% of the average price of housing in a municipality. For Montrealers, that means $730 a month for affordable housing. That is quite a difference. We have just lowered the price of an affordable unit in CMHC projects by about $1,500, but we are also increasing the percentage of mandatory affordable housing units in projects from 20% to 40%. I am particularly proud of that. Home ownership and being able to pay the rent is a big concern for people. Again, in the last election, people often talked to us about health care and housing. For years, there has been a serious housing crisis in Montreal and in Quebec in general. We should be proud of this win. One area in which the budget does not pass muster is the environment and the climate crisis. We would have liked to see much more ambition and action from the Liberal government. It is cutting one small oil subsidy, but it is creating a sizable new one with the tax credit for carbon capture, which is an inefficient technology. It is a kind of high-tech magic wand that will not appreciably reduce our greenhouse gas emissions. The Liberals' failure to deliver meaningful results in this area is appalling. Their greenhouse gas emissions reduction plan is just not good enough right now. They talked about targeting 40% to 45% reductions, but that does not meet the IPCC target of at least 50%, which is what the NDP campaigned on. Within that 40% to 45% range, they are aiming for the low end, the 40%. For the oil sector, the goal is 31%. Essentially, the government is giving the oil sector a gift when it is one of the industries, together with transportation, that should be working harder. Recently I was amazed to learn that Canada's greenhouse gas emissions had gone down for the first time since the Liberals have been in power, but that was for 2020. In 2020, the economy was on pause because of the global pandemic. They celebrated that decline even though they had nothing to do with it and the economy was basically a standstill. There were no trucks or cars in the street, no transportation, no manufacturing. That is not how we are going to meet our international obligations and provide a brighter and more reassuring future for our children and grandchildren. We are not going to get there with decisions like the one on the Bay du Nord project, which, fortunately, is not in the budget. It is a ministerial order. A decision like the one on the Bay du Nord development project is not going to take us in the right direction because we are once again going to increase oil production in Canada through a totally irresponsible project. Yes, we are aware that extracting oil in this way is less polluting than the oil sands, but production in the oil sands has not decreased either. That oil produces 85% of its pollution when it is burned, when it is consumed. That means that if it is consumed abroad because we exported it, it is not counted as part of our record, which is completely unrealistic, anti‑scientific and hypocritical. It should be factored into our record because we are the ones who decided to extract it. We are extremely disappointed in the climate and environmental measures in the Liberal budget. We managed to make some progress for Canadians, but we will continue to work hard on other issues, including the environment.

Mr. Speaker, just a few days ago, the IPCC released an alarming report. This is an emergency. The future of our children and grandchildren is at risk. We must take bold action. The Minister of Environment took action: He approved a new fossil fuel project. He will continue to hand out billions of dollars to oil and gas companies. He could have said no to this project, but he said yes to more oil and more emissions. Does the minister understand that an additional billion barrels of oil is not a green project?

Mr. Speaker, another IPCC report, another clarion call. Humanity has less than three years to reverse the current greenhouse gas emissions trend in order to ensure the planet's viability. We have to cut current emissions in half by 2030. We need urgent action, but the Liberals' plan is not good enough. They are counting on technology that does not work, and they are still pouring billions of dollars into fossil fuels. We are not going to hit these targets by increasing fossil fuel production. Will the Liberals put an end to oil subsidies and invest in clean energy for our children's future?
