Madam Speaker, I appreciate the opportunity to speak to Motion No. 62 by my friend, the MP for Pierrefonds—Dollard, regarding Uighurs and other Turkic Muslims. I want to thank him for his leadership on this and many other issues of human rights around the world in his role as the chair of the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development. The bipartisan support we have seen for this motion is a testament to his hard work across party lines, and I am pleased to add my voice and my vote in support of this important motion. What does this motion seek to do? It consists of four primary components. The first clause asks us to recognize that Uighurs and other Turkic Muslims who have fled to third countries face pressure and intimidation by the Chinese state to return to China. The evidence makes this an undeniable truth. In the second clause, we are asked to recognize that many of the third countries these refugees fleeing persecution and genocide are residing in are facing strong diplomatic and economic pressure from the Chinese government to deport these refugees. Again, there is ample evidence to support this undeniable truth. The heart of Motion No. 62 comes in the third clause, which calls for Immigration, Refugees and Citizenship Canada, and the government, to undertake steps to expedite the entry into Canada of 10,000 Uighurs and other Turkic Muslims in need of protection over two years starting in 2024. This is such an important measure. I have served on the immigration committee since I was first elected in 2015, and I know that we cannot solve the global immigration crisis through resettlement alone. We need a multi-faceted approach that includes humanitarian aid and diplomatic pressure to improve conditions on the ground. Many refugees want to stay near their country of origin, as they are hopeful conditions will improve to allow a safe return. We need to support those refugee host countries that often lack the resources to care for large refugee populations, but the Uighur community is facing an ongoing genocide. I was proud to stand with the yes votes in 2021 when the House of Commons voted to recognize this sad fact. Canada has agreed to accept 10,000 Uighur refugees fleeing genocide who are most in need of protection. It is our responsibility as a free and prosperous nation. It is our duty as a democratic nation to tell the world we are a voice for human rights. It will signal to China and the world who Canada is and where we stand. Hopefully, it will also encourage like-minded countries to step up to do the same. Canada has always done our share in times of crisis. In the late 1960s, we welcomed 1,100 Czech refugees fleeing from the Soviet invasion. In the 1970s, 7,000 Chilean and other Latin American refugees found safety in Canada after political upheaval. We welcomed Iranian refugees after the overthrow of the Shah, Bosnian Muslims escaping ethnic cleansing in the Yugoslav civil war, and more than 60,000 so-called boat people following the war in Vietnam. More recently, we resettled more than 25,000 Syrian refugees, provided a safe haven for thousands of Ukrainians, and we are well on our way to resettling at least 40,000 Afghan refugees. Canada punches above its weight, but this is not simple altruism. Refugees make Canada better. They enrich our nation, our economy and, of course, our lives. People whose families came to Canada through previous waves of immigration are today members of the House of Commons. They are giving back to this country with their service. In my community, the first waves of Syrian refugees found jobs in grocery stores, restaurants and landscaping companies. Now, more than five years later, they are opening their own businesses, running their own restaurants, hiring people and providing employment to others. They are also becoming Canadian citizens. I have spoken here before about two Syrian success stories in Scarborough Centre. Aleppo Kebab serves delicious Syrian food, while Crown Pastries has the best sweets in Scarborough, especially at Eid. I cannot help but imagine what great things these 10,000 Uighur refugees will achieve in Canada. One of them may even be the next chocolate king, like Tareq Hadhad. What is clear, though, is that too many Uighur people will never have the opportunity to achieve their full potential, to realize their ambitions and their dreams. That is why Canada must act. Lastly, the final clause of Motion No. 62 calls for the government to table a report on how the refugee resettlement plan will be implemented within 120 days of the passage of this motion. I welcome this motion and its call for the urgent resettlement of 10,000 vulnerable Uighur refugees in Canada. It builds on our recognition of the genocide occurring in Xinjiang and sends a message to China and its Communist government that Canada and the world are still watching. I hope Parliament will ensure that the hard-working team at IRCC, whom we have asked to do so much in recent years, have the resources they need to do all we ask of them. As I said earlier, resettlement alone is not an option. Canada must go further to keep the plight of the Uighur people in the public eye, to keep up pressure on China and to rally our allies and the international world with all diplomatic means in defence of the Uighur people. When the government released its new Indo-Pacific strategy, some pundits complained there was not enough attention paid to China. Indeed, the goal is to diversify our commercial and diplomatic interests in the region. I recognize this may not be helpful to some of those with vested business interests, but I ask them, how can Canada have business as usual with a regime that is perpetrating genocide against an entire community, that puts a minority in re-education camps and then denies their very existence? How can Canada have business as usual with a regime that kidnaps our citizens to be held and used as pawns in business disputes? The answer is clear: We cannot. China must uphold its international human rights obligations. Human rights are universal. National sovereignty can never be used as a pretext or an excuse for the violation of human rights. We cannot let the world forget that an estimated one million Uighurs and other Turkic groups are in concentration camps in Xinjiang, where they are subjected to forced labour, gender-based violence and torture. Uighurs who have fled their homes to third countries are still at risk of deportation. I have always been a voice for human rights around the world, for the Afghans fleeing the Taliban, for the Rohingya fleeing Myanmar, for Coptic Christians in northern Iraq and for the Palestinian people denied their basic rights, and I will always raise my voice for those in need. With my vote on this motion, we send a message: We will not look away.

Mr. Speaker, I rise today to present two petitions related to the situation in the Tigray region of Ethiopia, where there is a major famine. They are calling on the House of Commons to demand access to the region for aid groups to deliver food and humanitarian assistance, the restoration of communications in the region, the withdrawal of Eritrean forces and an arms embargo in Eritrea and Ethiopia.

Madam Speaker, I offer my sincere condolences to the family of Mahsa Amini, who died in the custody of Iran’s odious morality police and was allegedly arrested for refusing to wear a hijab. No government should have any say in what a woman chooses to wear or chooses not to wear. I strongly condemn the actions of the Iranian regime. Canada must demand justice, and this morality police must be disbanded. As members can see, I wear a hijab. This is my choice and mine alone. I will always stand for choice. No one should pressure a woman, whatever her choices. Wherever we call home, women are entitled to their autonomy. Governments should stop trying to police what we wear and do not wear. I stand in solidarity with those who protest and fight for these rights in Iran and around the world.

Mr. Speaker, I rise to table e-petition 3608, signed by nearly 2,000 of our fellow Canadians. The petitioners wish to draw the attention of the government to the 2019 United Nations report on children and armed conflict, which calls on Israel to uphold juvenile justice standards and cease the use of administrative detention for children. The petitioners remind Canada of its obligations as a signatory to the UN Convention on the Rights of the Child. Finally, the petitioners call for the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development to undertake an urgent study of the treatment of children in occupied Palestine.

Madam Speaker, I would like to congratulate you on your role; it is good to see you sitting in the chair. As this is my first speech in the 44th Parliament, I would like to take this opportunity to thank the people of Scarborough Centre for placing their trust in me once again to be their strong voice in Ottawa. I will work hard every day to be worthy of their trust and to bring the issues they care about to the government and to the House of Commons. I would also like to thank all my campaign team and volunteers. While the COVID environment did present some challenges, their hard work and dedication never ceases to amaze me and their energy keeps me going on the longest days. I thank them. I thank my family, my husband Salman and my sons Umaid and Usman, for their continued support in my political journey. I would like to focus my remarks today on the immigration aspects of the crisis in Afghanistan and what we can do to ensure as many people as possible who are in need are brought safely to Canada and to ensure they are able to settle safely here with their families and build a new life in peace and prosperity. I am a firm believer in learning lessons, so what we do in the future can be improved. A post-mortem of the entirety of Canada’s mission to Afghanistan, not just a few select years, would be a valuable exercise to the benefit of Canada’s foreign policy and international aid and development programs. I would point out that, especially from an immigration perspective, what is happening in Afghanistan is an ongoing crisis. People need help right now. Our focus should be on how we can finish the job and get those who need our help to safety. Let us first acknowledge the progress that has been made to date. More than 4,000 Afghans have already arrived in Canada and are being resettled, and some 415 individuals have already arrived through Canada’s humanitarian program, which targets the resettlement of particularly vulnerable Afghan nationals, including women leaders, human rights advocates, LGBTI individuals, persecuted religious and ethnic minorities, and journalists. Officials at Immigration, Refugees and Citizenship Canada are working day and night to process Afghan refugee applications and issue visas. More than 9,000 applications, under the special immigration measures to resettle Afghan nationals who assisted the Government of Canada, along with their family members, have been processed. Officials are doing all they can to stay in contact with and support those who remain in Afghanistan and wish to resettle to Canada. The biggest issue remains the Taliban’s control of the region, which makes it very difficult to get people safely out of the country. We call on the Taliban to allow safe passage for those who wish to leave. The people-to-people ties between Canada and Afghanistan are strong, built over the length of our long-term deployment there, as we did our best to help secure the country and provide development and opportunity for all people of Afghanistan. My community of Scarborough Centre has strong ties to Afghanistan, from business to cultural to personal, and they have watched the events of this past year with deep interest and keen worry. I hear every day from my constituents on this issue. Many are separated from their families, with siblings or parents in Afghanistan. They worry for their safety and for their future, especially the women and girls, for whom, as we all know, life is very challenging and very dangerous under Taliban rule. Canada and our allies must continue to be clear with the Taliban that they must show respect for basic rights, especially for women and girls. We must find ways to support women and girls in the region who need our help. With winter approaching, it is critical the international community works collectively to meet the needs of vulnerable Afghans My constituents want to know how their family members can be brought to safety. They want to know what Canada is doing to help them. Canada has committed to bring 40,000 Afghan refugees to Canada. Given the challenges I have outlined, that will be a challenging goal. I certainly welcome all suggestions and ideas for how meeting this goal can be accelerated so the families in my riding and across Canada can be reunited and their loved ones brought to safety. Already many Afghan refugees have been resettled in the greater Toronto area, and I want to thank local organizations such as the Afghan Women’s Organization and Agincourt Community Services Association that have been working to support and welcome them. A few weeks ago, I met with a group of recently arrived Afghan refugees. As members can imagine, they are excited and relieved to be here, but they also worry about extended family left behind and what the future holds for them in Canada. We need to ensure they are supported and get answers to their questions and we need to ensure lessons learned from the Syrian refugee resettlement are applied in this program. I should note that at the heart of both of these programs is the government-assisted refugees program. A lot of attention is paid to privately sponsored refugees, and this is a great Canadian innovation that sees community groups come together to sponsor and support refugee families for their first year in Canada. It is an important part of our immigration and refugee system, but it cannot be our entire refugee program, which is what the Conservatives proposed just a few months ago in their election platform when they promised to do away with government-assisted refugees. A look at refugee data shows that government-assisted refugees tend to be the more vulnerable, the more at risk, the more in need of Canada’s help. To turn our backs on them is to turn our backs on those that most need Canada's help, and that is not what Canada should be about. The refugees we are helping in Afghanistan are government-assisted refugees and they need Canada’s help. Therefore, my focus is on how we can help make the Afghan refugee program a success and bring these people who need our help here as quickly as we can. I do not oppose the idea of a special committee, but I think these are certainly issues the immigration and refugee committee could take up and bring its expertise to bear by bringing in witnesses from those familiar with the situation on the ground to organizations focused on resettlement to provide actionable recommendations to the government. What gives me pause is what seems like a very broad request for documents, many of which are likely to contain information that could compromise national security, military tactics, intelligence sources and methods, and the identity and location of Canadian citizens in Afghanistan or interpreters or contractors who assisted Canada and our allies. I do not see how this would help Canada bring more Afghan refugees to Canada. My constituents are not asking me for documents; they are asking me to help their families, and this request could potentially put their families in danger. If we truly want to help the refugees, let us get the politics out of the motion and focus on what really matters here: helping those who need Canada’s help.
