Mr. Speaker, I appreciate the comments of the member for Louis‑Saint‑Laurent.
I want to note two things.
First, my colleague is absolutely right when he says that we must avoid partisanship when we are dealing with such a sensitive subject and where the consequences are so serious for Canadians.
I might add that he and his colleagues sat on the special joint committee both the first and second time. So we have already had the opportunity to hear the Conservatives' views on the matter. We have reflected on those comments and indeed we introduced a bill that reflects the will of their caucus.
I believe that we need to move forward with that expressed will and promote the adoption of this bill today in the House.

Madam Speaker, the fundamental principle is that the Leader of the Opposition and his colleagues are not worth the cost.
What is the cost? The cost has been underscored by the president of the Ukrainian Canadian Congress herself, a woman who happens to be my constituent. She has said that Ukraine needs assistance. The Ukrainian government is begging for that assistance.
What we have seen is a failure of leadership on the part of the official opposition to make supporting Ukraine a non-partisan issue. It should never be partisan to confront an authoritarian ruler in an illegal war who is driving up the price of food in this country and around the world.

Mr. Speaker, yesterday, when the vote was happening on the Canada-Ukraine free trade agreement, I was sitting with the ambassador of Ukraine and Ukraine's prosecutor general. We were talking about the pressing needs of the Ukrainian people, and how we could address those pressing needs and their concerns in their hour of need.
For the past 18 months, I have been pleased to say that we had a multipartisan approach to addressing Ukraine. Unfortunately, that evaporated into a puff of smoke with the very decided and methodological vote taken by the Conservatives.
On this side, when we say that we stand with Ukraine, we mean it, and when we say Slava Ukraini, we mean it even more.

Mr. Speaker, the safety of our communities is a non-negotiable priority; it can never be partisan. As do parents across this country, I need to know that my sons are safe when they are on their way to school each and every morning.
The measures contained in this bill, Bill C-48, are focused on keeping repeat violent offenders off our streets. We have the support of all law enforcement around the country. We have the support of 13 different provincial and territorial governments, including many Conservative governments that the member opposite works with closely.
The one Conservative who is equivocating on this issue is the Leader of the Opposition. I want to ask him about a statement he gave to journalists, where he said, “We'll pass it this afternoon. In fact, call [the minister] and tell him I'm happy to bring back Parliament today. We'll pass bail reform by midnight.”
Was the Leader of the Opposition being honest when he made that statement?

Madam Speaker, it is lamentable. What I recall is actually being with that member at the Standing Committee on Justice and Human Rights in the last Parliament and doing a study on acts of coercion and acts of aggression. Witnesses came from all parts of the country, including witnesses invited by the Conservative Party. When we put to those witnesses whether the presence of a firearm in the home increased jeopardy and vulnerability or decreased it, the answer was very straightforward. It obviously increases jeopardy. This is not something that should be partisan. This is not something that should be politicized. We all have a stake in addressing domestic violence. This is one way to do it.

Mr. Speaker, the member opposite is an experienced member of the trade committee. He has actually been on trade trips with the Minister of International Trade to Washington, D.C. The Prime Minister has also been to Washington, D.C. engaging with Joseph Biden.
What is very important is that we have always taken a team Canada approach, which has been encouraged to us by all stakeholders and by witnesses who have come before the committee where that member has been present. We will continue to take a non-partisan approach to continuing the dialogue with our biggest trading partner to see jobs and opportunity for Canadians and Americans, because it serves both sides of the border.

Mr. Speaker, I appreciate the question from the member opposite and the plan is as follows: We will have continuous engagement with the U.S. administration at the highest levels. That means the Prime Minister and the Minister of International Trade.
Second, we will have a team-Canada approach, which involves the member opposite who just asked the question. He was included in a recent trade mission with the Minister of International Trade.. We are taking a full and comprehensive non-partisan approach.
Third, we will emphasize to all actors on both sides of the border that the economic interests at stake are both on this side of the 49th parallel and in the United States itself. Trade irritants hurt constituents of both of our countries, and we are determined to address this issue.
