Mr. Speaker, I have several responses. First, there has been 10 hours of debate thus far. Second, this is not just about contraception and diabetes. It is also about establishing, within 30 days of royal assent, a committee of experts to make recommendations to the minister regarding the operation and financing of a national universal single-payer pharmacare. Are we proceeding incrementally at the start? Absolutely we are. With respect to the financing component, that member is from the Saanich—Gulf Islands. In her own province, the estimate on the financial savings to the system just in B.C., from a UBC study, is that no-cost contraception has the potential to save the B.C. health care system approximately $27 million per year. As I said earlier, and I will say again, there is an ethical case for proceeding with pace. There is also a financial case for proceeding with pace.

Madam Speaker, that is an important question. It allows me the opportunity to underscore the intense and significant financial supports that this government has put in place for the city of Toronto since 2015. In 2015, the Conservative Party saw fit to supply Toronto with about $200 million a year. This year, we are providing Toronto with $1.8 billion. Next year, that will rise to $2.1 billion. The supports for transit in Toronto and for infrastructure in Toronto are legion on this side of the House. I and other colleagues from Toronto will continue to defend our city.

Madam Speaker, pursuant to the budget document and the tax-free savings account, Canadian financial institutions, including the five major banks, are empowered to make that available as a product to their customers as of April 1, about 20 days ago. The second point begs the question of their economic growth. What I would point to is the economic growth under our government. We have recovered about 120% of the jobs that we had prior to the pandemic. That is a pretty incredible record of economic growth. What Canadians are doing is leveraging the benefits of that economic growth, including record low levels of unemployment, to assist with their savings. Savings will also benefit from some of the affordability measures that I outlined at the start of my speech, including, for low-income families, things such as the grocery rebate.
