Madam Chair, I can simply say that is actually an incorrect understanding of what is in the estimates. What is happening there is that we are seeing money that was a one-off allocation that is being eliminated. However, as I mentioned in my 10-minute speech, what is in budget 2024 is a five-year horizon of criminal legal aid that expands the envelope to much greater than it previously was, with $440 million over five years being provided to criminal legal aid through budget 2024, and $270 million over five years for immigration and refugee legal aid. That is a sum total of $710 million being provided to legal aid in those two categories over the next five years, which is a dramatic increase.

Mr. Speaker, I rise today to address budget 2024. I propose to deliver my remarks in two contexts: first, to address how this budget resonates with the residents whom I am privileged to represent in Parkdale—High Park in Toronto; second, to look more largely at some of the very important components that relate to the administration of justice in this country and are touched on in this budget document. I am proud to have represented, for almost nine years now, the constituents in Parkdale—High Park. What those constituents have talked to me repeatedly about is the need to address housing. In budget 2024, we find some very key provisions that relate to housing. I cannot list them all, but some deal with the pressing issue of building more housing, increasing housing supply. That is fundamental in terms of what we are trying to do as a government, and it is empowered and advanced by this important budget document. What I am speaking of here is, for example, $15 billion in additional contributions to Canada's apartment construction loan program, which will help to build more than 30,000 additional new homes. What I also take a lot of pride in is the fact that we are addressing the acute needs of renters. I say that in two respects. This budget document outlines, for example, how renters can be empowered to get to the point of home ownership by virtue of having a proper rental payment history. This can contribute to building up one's credit worthiness with credit ratings agencies; when the time comes to actually apply for a mortgage, one will have built up that credit worthiness by demonstrating that one has made regular rent payments over a period of years. This is truly empowering for the renters in my community and communities right around the country. I have already heard that feedback from the renters whom I represent. Lastly, I would simply point out what we are doing with respect to the tenants' bill of rights. This is a really important document that talks about ensuring that tenants have rights they can vindicate, including in front of tribunals and, potentially, courts of law. We are coupling that with a $15-million investment that would empower and unlock advocates who assist those renters. That is fundamental. In that respect, it actually relates to the two hats that I wear in this chamber, in both my roles as a representative of individual renters and as Minister of Justice. Another component that my constituents have been speaking to me about regularly since 2015 is our commitment to advancing meaningful reconciliation with indigenous peoples. Again, this document has a number of components that relate to indigenous peoples in budget 2024. There are two that I would highlight for the purpose of these remarks. First, there is the idea about what we are doing to settle litigation against indigenous peoples and ensure that we are proceeding on a better and more conciliatory path forward. We talk about a $23-billion settlement with respect to indigenous groups who are litigating discriminatory underfunding of children and child family services and the fact that this historic settlement was ratified by the federal court. That is critical. Second, in this document we also talk about funding a project that is near and dear to my heart. Why do I say that? It is because, in 2017, I had the privilege of serving as the parliamentary secretary to the Minister of Heritage. At that time, I helped to co-develop, along with Métis, first nations and Inuit leaders, the legislation that has now become the Indigenous Languages Act. That is coupled with an indigenous languages commission. In this very budget document, we talk about $225 million to ensure the continued success of that commission and the important work it is doing to promote, enhance and revitalize indigenous languages in this country. Those are fundamental investments. I think it is really important to highlight them in the context of this discussion. I would also highlight that my riding, I am proud to say, is full of a lot of people who care about women. They care about feminism; they care about social and economic policies that empower women. I would highlight just two. First of all, we talk about pharmacare in this budget. The first volley of pharmaceutical products that will be covered includes contraceptive devices that would assist, as I understand it, as many as nine million Canadians through access to contraception. This would allow women, particularly young women and older women, to ensure that they have control over their reproductive function. That is fundamental to me as a representative, and it is fundamental to our government and what our government prioritizes in this country. I would also say that, with $10-a-day child care, there are affordable and robust means of ensuring that people's children are looked after in this country; that empowers women to do such things as participate in the workforce. What I am speaking about here is that we are hitting levels of women's participation in the workforce that have never been seen before, with women's labour force participation of 85.4%. That is an incredible social policy that is translating into a terrific economic policy. We can also talk about the $6.1-billion Canada disability benefit. I am proud to say that the constituents of Parkdale—High Park care meaningfully about inclusive policies, policies that alleviate poverty and are addressed to those who are vulnerable and those who are in need. People have been asking me about the disability benefit, including when we will see it and when it will come to the fore. We are seeing it right now with this document. The very document that we will be voting on in this chamber includes a $6.1-billion funding model to empower Canadians who are disabled and to ensure that we are addressing their needs. This budget also represents a bit of a catch-up, meaning that we are catching up to the rest of the G7. Until this budget was delivered, we remained the only G7 country in the world not to have a national school food program. It goes without saying that not a single one of the 338 members privileged to serve in this House would think it is good for a child to arrive at school hungry, in any of their communities or in this country as a whole. I do not think this is a partisan statement whatsoever. We would acutely address child hunger. Through a national school food program, we would ensure that children do not arrive at school hungry, which would impede their productivity and certainly limit their education. Through a $1-billion investment, we would cure school poverty and school hunger. We are also introducing legislation to reduce cellphone and banking fees, which is fundamental. With respect to the hat I wear as Minister of Justice, which I have done for about eight months, I firmly believe that one of my pivotal roles is ensuring access to justice. I would say that this document really rings true to the commitment that I have personally and that our government and the Prime Minister have to this. Here, I am speaking about the notion of our commitment to legal aid. Legal aid has multiple components, but it is fundamental to ensuring that people can have their rights vindicated with the assistance of counsel. This helps address things such as court backlogs and court delays; it is also fundamental for the individual litigants before the courts. There is a criminal legal aid package in this budget that includes $440 million over five years. There is also immigration and refugee legal aid. Unfortunately, since the provinces have wholesale resiled from their involvement in this portfolio, since 2019, we have been stepping in with annual funding. We are making that funding no longer simply annual; we are projecting it over a five-year term, which gives certainty and predictability to the people who rely on immigration and refugee legal aid, to the tune of $273 million. That is fundamental. Members heard in question period about efforts we are making to address workplace sexual harassment. I will pivot again here to the fact that this dovetails with both my ministerial role and my role of devoted constituency representative as the MP for Parkdale—High Park. I hear a great deal from my constituents about speaking to women's needs in terms of addressing harassment and sexual harassment. With this budget, we would provide $30 million over three years to address workplace sexual harassment. That is also fundamental. Likewise, what we are doing on hatred is fundamental. Three full pages of the budget document are dedicated to addressing hatred. Some points dovetail with legislation that I have tabled in this House, including Bill C-63, regarding what we would do to curb online hatred and its propensity to spread. However, there are also concrete investments here that talk about Canada's action plan on combatting hate and empowering such bodies as the Canadian Race Relations Foundation, with the important work it is doing in terms of promoting better understanding and the knowledge base of hate crimes units. Also, fundamentally, there is money dedicated in this very budget to ensuring that both law enforcement agencies and Crown prosecutors are better trained and provided better information about how to identify hate and potentially prosecute it. With where we are as a country right now, this is a pressing need; I am very proud to see budget 2024 addressing it directly. For the reasons I outlined earlier, in terms of how this addresses the particular needs of my constituents and for the very replete justice investments that are made to ensuring access to justice and tackling pernicious issues, such as sexual harassment and hatred, I believe this is a budget that all 338 of us should get behind and support.

Mr. Speaker, there are two things I would like to point out. First of all, as soon as Bill C‑75 was introduced in the House two Parliaments ago, the member opposite voted against it, even though it included longer sentences for auto theft. Now we have a budget. In the budget, we have already announced that we are going to increase the maximum sentences for auto theft. However, the member and his leader have already said that the Conservatives oppose our budget and our efforts to control auto theft.

Madam Speaker, the member opposite started her speech by acknowledging what just transpired with the provincial election in Alberta. I want to turn to that for a moment. She acknowledged some landmarks being achieved in terms of the first female, Black member of the provincial legislature in Alberta, which I believe is something she mentioned. That is worth applauding. I wanted to draw her attention to aspects of the budget. She outlined a lot of what is in the budget. There is a lot in there. Specifically, there are references to funding and supports to deal with some of the challenging divisions that we continue to see in Canadian society. The budget includes $25 million for supporting Black Canadian communities initiative, which is about empowering Black organizations. Another $25 million will go to supporting the anti-racism strategy and dealing with some of the pernicious issues that relate to anti-indigenous racism, anti-Semitism and Islamophobia. In the wake of the almost two-year anniversary of the Afzaal family being killed in London, Ontario, could she comment on the equity initiatives in the budget and her position on them?

Madam Speaker, what I was saying is that the funding agreement with respect to health care is about $190 billion over the next 10 years. It is approximately $46 billion of new funding. One of the aspects of that funding includes certain conditional priorities, and one of those priorities is exactly what the member was referencing: access to timely, equitable and quality mental health, substance use and addiction services. I would just point that out, to flesh out the record in terms of the context of this debate. The member's party is steadfastly committed to voting against this budget. This budget includes $158.4 million over three years to support the implementation and operation of a 988 number that would be a suicide hotline in this country, which would serve the mental health needs of Canadians. Does the member seek to revise his voting position in that regard?

Madam Speaker, what is important about what was outlined by the member opposite in his statement is that concerns about mental health are equally shared across all parties. However, what was not mentioned in the comments referenced by the member opposite is that part of what this budget includes is a formalization of an agreement that includes $190 billion in funding for health care and—

Madam Speaker, I want to point out that it is completely incorrect to say that nothing is being done about housing and affordable housing. First, we launched a national strategy. We have committed $80 billion to date. Second, there is also a policy that allocates more than $4 billion for housing for indigenous peoples in budget 2023. It is important to point that out. As for the creation of housing, the most popular program in my riding, and probably in Trois‑Rivières as well, is the rapid housing initiative. With that program, we are creating new housing units in eight to 10 months' time in a given calendar year, which is quite remarkable.

Mr. Speaker, I rise today to participate in the debate on the budget of 2023, as presented by our government, and what it means for my constituents and people right across Canada. I propose to canvas five areas: affordability, health care, climate action, housing, and combatting hate and discrimination. On the first issue of affordability, what I hear at the doors is very similar to what representatives in this chamber from around the country hear at the doors in their own constituencies. The cost of living has gone up, and there is a direct link to inflation. Inflation is coming down, thankfully. We heard news just this morning of the ninth consecutive month which inflation has been reduced. It now sits at 4.3% for the month of March. However, the reduction in inflation rates has not been occurring as fast as it needs to, hence our government's proposal in the budget, which we will be voting on shortly, for additional relief targeted at persons with low and modest incomes in this country through what is being called the grocery rebate. This would apply to approximately 11 million Canadians of low and modest income who are already eligible to receive the GST credit. It is a sum of $234 for a single person and as much as $467 for a couple with two children. This would be significant in assisting people with the affordability squeeze they are experiencing right now. However, the initiatives outlined in the budget do not stop there. There are also initiatives to address students and their needs in times of rising tuition costs and rising expenses while they are pursuing post-secondary education. This budget allocates a 40% increase in Canada student grants, which means full-time students will be able to receive up to $4,200 more per year to pay for their studies, as well as an increase in the limit on the interest-free portion of a Canada student loan. The second point I hear a lot from my constituents is about health care and the pressures of not having a family doctor. There are also the pressures in our communities of wait-lists for surgeries and wait-lists at hospitals. This budget is a concrete response to those particular concerns. There is voluminous funding in this budget for health care, to the tune of $195 billion over the course of 10 years. That includes $46 billion of new funding, which would help reduce backlogs, expand access to general practitioners and modernize the health system. For example, the budget allocates $2 billion just to address urgent pressures in ERs, and $1.7 billion is to address personal support workers' wages. By addressing personal support workers, we would help alleviate the stress on hospitals and medical clinics. We are also working hard to ensure, through this budget, that we are helping to empower health professionals to work in more remote areas. There is nearly $46 million allocated in this budget for loan forgiveness for those medical students or nursing students who would like to practise in rural and remote areas and to incentivize them to do exactly that. The constituents of mine in Parkdale—High Park speak to me repeatedly not just about health care but specifically about mental health. I have heard those concerns and continually advocate for them in this chamber, in committee and within the government caucus. This budget is a firm response to those particular concerns, with $7.8 billion of the funding envelope for health care dedicated to home care, mental health and long-term care. There is a 988 suicide prevention line committed to in this budget, which would be operational by November of this year. There are aspects of this budget that also address the opioid crisis, which has had fatal consequences in my riding, much like it has in every other riding of this nation. Through this budget, we are addressing issues such as addiction. We are increasing funding to the substance use and addictions program, or SUAP. That program, in particular, supports community-led, not-for-profit organizations in responding to drug and substance use issues across Canada. There is $144 million dedicated to the SUAP, which would result in improved access, harm reduction, treatment services and things such as safer supply. In my riding of Parkdale—High Park, this would have a specific local impact. The budget allocates $1.27 million to the Parkdale Queen West Community Health Centre in my riding for its safer opioids supply program. That is new funding that would allow the Parkdale centre to continue its very successful work in helping people who are experiencing severe opioid use disorder gain access to pharmaceutical grade medications and offering a wide range of fully wraparound services, such as social programming, case management, mental health supports and trauma counselling. The approach of the Parkdale Queen West Community Health Centre is focused on harm reduction, and that is an approach we wholeheartedly support as a Liberal government. Stigmatizing and even criminalizing those suffering from addictions does not work. Let me repeat that. There is no point in criminalizing and stigmatizing those who are suffering from mental health or substance use problems and addictions. Addictions are a health problem, not a criminal justice problem. Budget 2023 reflects that direct orientation and commits important funding to mental health care and addictions to help people heal. The envelope of care with respect to health care includes dental benefits. As members know, we launched the Canada dental benefit for children under 12 last year. Up to now, 240,000 young persons under the age of 12 who were previously uninsured are now receiving dental care that they did not previously receive. That is a monumental change in the landscape for low-income families in this country. We are taking an already successful pilot and expanding it through the Canadian dental care plan, which is entrenched in this budget. That is what we will be voting on when we vote on budget 2023. It is about whether we should be allocating $13 billion over the coming years to help up to nine million low-income families that are uninsured access dental care as part of their health care. From my perspective, that is something that all of us in the chamber should be supporting. Third, my constituents speak to me about climate change. They support initiatives we have taken, like the price on pollution and the corresponding climate action rebate, but they ask for more. What this budget does is it responds to the clean economy of the future in a way that keeps pace with what we are seeing with the Inflation Reduction Act in the United States. Through this budget, we are raising the green economy, green jobs and unionized workers across a number of sectors. One sector I want to highlight is the sector of nuclear energy, which is pivotal to the closure of coal-fired plants in Ontario, the dramatic reduction in pollution in Ontario and the drop in GHG emissions. Today, looking at the lights illuminating this chamber and the lights throughout the province of Ontario, on any given day, up to 60% of the electricity that keeps the lights on in Ontario is based upon energy that is sourced from nuclear energy on Ontario's electrical grid. The demands on that grid are only growing because of the much-needed electrification of the transport sector in this province and around the country. What this budget would do is it would aggressively support the electrification of that grid by supporting investments in clean electrical generation, through things such non-emitting sources like wind, solar, hydro and nuclear energy. That is undoubtedly a step in the right direction. My constituents talk to me about housing. This budget reflects the need of people who are wanting to purchase their first home and giving them access to do so by launching the tax-free first-home savings account as of April 1, earlier this month. I just want to finish with the fight against discrimination and working to combat hate. In the wake of the Quebec mosque shooting in 2017, I founded the inclusion network in my riding. The inclusion network tries to build dialogue and understanding amongst communities so that we can promote more dialogue, not just tolerance but actually celebration of diversity. I have conducted many events in my riding over the past several years with respect to the inclusion network. Two weeks ago, we had an interfaith walk, going from a Tibetan temple to an Orthodox church and then ending at the Jami Mosque, the Friday mosque in my riding. That is meant to promote understanding. Sadly, literally 36 hours after my event, in another part of the GTA, there was an attack on a mosque where someone used a car to try to run down a worshipper. This underscores the work that still needs to be done in this country. What budget 2023 would do, among many other things, would be to support places of worship and their protection by dedicating $50 million more to the security infrastructure fund, which helps protect places of worship. That is something that all of us need to get behind in this day and age, when we are fighting such penetrating issues as combatting hate.

Madam Speaker, I will be sharing my time with the member for Sackville—Preston—Chezzetcook. I am rising today to participate in this very important debate. On an annual basis, when we have a chance to speak about the budget and the plan the government has going forward for the people of Canada, it is a critical time to participate in debate in this chamber and discuss some of the issues contained in the budget and some of the policies that are being focused on. There are about five or six areas that I am going to touch upon, but I am going to start with one that is very close to the residents I represent in Parkdale—High Park. It is the issue of Ukraine. We are now past the second month of the conflict in Ukraine, and we heard the Minister of Finance deliver a budget that she was very emotional about as a woman of Ukrainian heritage. What we have done to support Ukraine with sanctions, humanitarian aid and military aid is extensive. What this budget included very specifically is something that a lot of my constituents have talked to me about. They talked about further military aid and further economic aid to prop up the economy as it comes out of and exits this period of Russian unlawful and illegal aggression. Those are very significant initiatives, and I wanted to start by highlighting them. The second piece dovetails with a commitment we made going back to the campaign and that we concluded just before the tabling of this budget. It is what we are doing to assist people who are raising families in this country. The people who are raising families in my province of Ontario unfortunately had to wait a little longer than the rest of the country because of the obstinacy in some respects on the part of the Government of Ontario. However, lo and behold, even the Government of Ontario got across the finish line, and now we have concluded a deal that will allow affordable child care to be provided to families with children under six in licensed facilities in every province and every territory in this country. This is a terrific day for Canada and a terrific day for families. What does this mean for my constituents? It means direct assistance. Already, in the month of April alone, the cost of child care has been reduced by 25% in licensed facilities. This is just in the past month. By the end of this year, it will go down 50%. The Speaker's riding is in the beautiful province of Montreal and my riding is in Toronto. All of us have very expensive child care, particularly those of us in cities. The cost of child care is between approximately $1,500 and $2,200 per child per month in my riding. That is staggering. To take that in half by the end of this year is equally staggering. To take it to $10 a day by the end of four years is dramatic. That is what we are doing to help serve Canadians. Who does this help? It helps children with their early childhood development, but it also helps women. I specify women because we know the choice is still made in 2022 that one parents has to stay home, and too often and more often than not, it is the woman who is compelled to stay home. It is the woman who is deprived of the ability to stay in the workforce or return to the workforce. That does not help women, does not help their empowerment and does not help Canada's economic bottom line. This policy will, and it is contained in this budget. We are also addressing what we have heard about, rightly, regarding the growing income disparity we have seen during the pandemic and even after the pandemic between the haves and have-nots. What I am talking about is large financial institutions. This is about banks in particular, but includes large insurance companies. There are provisions in this budget that address exactly that. We have proposed that where profits of over $1 billion were made, there will be a 15% tax on any profits above $1 billion in the 2021 taxation year. On top of that, we proposed, and are implementing through this budget, an increase in the corporate income taxation rate from the current 15% to 16.5% on banking income that is above $100 million. That is critical because it helps produce some of the fairness we are seeking to achieve in Canadian society, since some have done very well during this pandemic and some have done very poorly. We are also initiating more investigations and prosecutions of those who use aggressive tax planning to exploit loopholes. There is $1.2 billion dedicated to the CRA to promote just that. Who else are we helping? We are helping people with their broader health care. I am talking about oral health and dental health, which are also contained in this budget. It is momentous. We know that today 33% of Canadians do not have dental insurance. I, like every other member of this chamber, benefit from the fact that we are provided dental benefits, along with other benefits, as members of this chamber. Not every Canadian is so lucky. What we are doing is correcting that situation via a significant financial investment that will go toward the dental health of Canadians and helping with their overall health. How are we doing this? Children under 12 are targeted in 2022. By 2023, it will be children under 18, seniors and those living with a disability. By 2025, there will be full implementation. What does that mean? It means that $5 billion will be spent over five years to ensure the dental health of families with an annual income of less than $90,000. We are targeting this help to those who need it the most. Members have heard me speak many times in this chamber over the past seven years and know that I am committed to a basic premise, which is about promoting equality and combatting discrimination. It is something that I spent 15 years doing as a practising lawyer. It is something I continue to do as a member of Parliament. I am very pleased that this document, this budget that has just been tabled, outlines the next steps in that important fight. How are we doing this? We are reinvigorating the anti-racism strategy, which was launched in my riding by the former minister of heritage during the 42nd Parliament. That national anti-racism strategy is getting another funding injection of $85 million over four years. That will also include a national plan on combatting hate, hate that we have seen too much of, not just during this pandemic but even prior to the pandemic. It has spread online through things like misinformation and disinformation. We are also dedicating two special representatives: one on combatting Islamophobia and one on combatting anti-Semitism. Both roles are critical. Both roles will continue, in perpetuity, going forward with the funding we have announced. Last is something that is very germane to my riding, because one of the lead proponents of this initiative is a U of T law professor who is my constituent. That man is named Anver Emon. He started something called the Muslims in Canada archives. What is that all about? Why am I talking about the Muslims in Canada archives in the middle of a budget speech? I am talking about it because if we want to address Islamophobia, we need to do short-term things, like promoting people's safety at mosques, and we also need to do medium- and long-term things. How do we do that? We change the narrative. We disabuse the stereotypes. We change the perceptions and generalizations, giving positive imagery to replace negative imagery. We get rid of the tropes and stereotypes, and we replace them with positive history about Muslims and their contributions in this country. That is what the Muslims in Canada archives will do. That is what is being funded by this budget, to the tune of $4 million, so that, whether Muslims live in Quebec, Alberta, the Maritimes, Ontario or anywhere else in this country, their stories can be told, shared and spread throughout the community so we can cure the pernicious impacts of Islamophobia. It is something I am very proud to stand by, and that is what is in this budget. There are two large components to this budget: the housing component and the environmental component. In the last couple of minutes I have, I will just draw on a few specific points under each heading. On the housing front, I am very pleased to represent six different co-ops in my riding of Parkdale—High Park. What I am even more pleased by is that in this budget, for the first time in several decades, we are injecting new funding to further expand the breadth of co-op housing that exists in this country. This is critical for people who desperately need and deserve adequate housing. That is on top of the rapid housing initiative investments and on top of the housing accelerator, which will build more units. It is a critical thing to address a very basic need. On the environment, we are talking about a number of things that dovetail with our emissions reduction plan, but what I will focus on in the brief time remaining is ZEVs. I am pleased at this point that when we turn on the television, we see things like Ford trucks being advertised that are going to be electric. I am pleased that people are talking to me more about charging stations and vehicle charging infrastructure. That shows that the idea is taking hold. We are transforming an industry. We are transforming work for those who work in the industry through things like the just transition. We are also transforming things in terms of the quality of air in the environment that we all have for our families, for our children and for our children's children's families. That is critical in terms of getting to net zero. We are doing that with yet another commitment to furthering zero-emission vehicles in terms of providing the critical minerals for the batteries that they need, providing the charging infrastructure and continuing the rebates for those cars. I started off by talking about the Government of Ontario. I will return to talking about the Government of Ontario. On June 2, there is an election coming up. What is unfortunate is that there was a previous government that coupled our rebate on zero-emission vehicles with its provincial rebate, but that was summarily dismissed by the government of Doug Ford during his first couple of months in office. It has not been restored, and he is not even campaigning on restoring it. We all need to get to net zero. Doug Ford's constituents, like mine, are longing to purchase a zero-emission vehicle but could use some help in doing so. I think it is incumbent upon all provincial governments to join us in providing similar rebates so that we can get to that net-zero future together. That is what is contained in the budget. I am happy to defend it in this House.
