  • Bill C-344 is a proposed law that would change the Wrecked, Abandoned or Hazardous Vessels Act in Canada to create a national strategy to deal with abandoned vessels.   • The Wrecked, Abandoned, or Hazardous Vessels Act has been amended to develop and implement a national strategy to address the abandonment of ships. This will lead to a systematic approach to monitoring and maintaining incoming vessels, examining their seaworthiness, and addressing their disposal. The strategy includes measures to identify vessel owners, evaluate the costs of disposing of vessels, devise a turn-in program, develop recycling initiatives, and improve the mooring process. Importantly, the strategy will also assess the adequacy of resources, prevent and respond to abandonment, and advance cooperation with provincial governments and Indigenous governing bodies. This strategy with its clear objectives, timelines, and reporting requirements ensures that the abandoned vessels are addressed in an environmentally friendly manner and are no longer hazards to navigation and the environment.

  • In opposition to this bill, some may argue that the development and implementation of a national strategy to address abandoned vessels is unnecessary and potentially costly. While abandoned vessels can have negative effects on the environment and local communities, it may be more effective to address them on a case-by-case basis rather than developing a national strategy. Additionally, the fees and resources required to implement this strategy may outweigh the benefits. Instead, local governments and communities should take the lead on addressing abandoned vessels and the federal government should provide support as necessary.
